4 Procurement Methods Micro purchase (includes P Card Transactions)
Purchases not exceeding $3,000 May be accomplished without securing competitive quotations Prices are considered to be fair and reasonable

5 Procurement Methods Small Purchase
Purchases in excess of $3,000 but less than $100,000 Accomplished by obtaining oral or written quotations from a minimum of two qualified sources

6 Procurement Methods Sealed Bid/Invitation for Bid (IFB)
Purchases in excess of $100,000 Must be publicly advertised Have a complete specification Adequate competition exists No discussion with bidders is needed Selection is based primarily on price

7 Procurement Methods Competitive Proposal/Request for Proposals (RFP)
For professional services in excess of $100,000 Must be publicly advertised All evaluation factors will be identified along with their relative importance

8 Procurement Methods Competitive Proposal/Request for Proposals (RFP) (continued) Proposers submit a cost and technical proposal Technical Evaluation Team evaluates proposals Contract award is made to the responsible firm whose proposal is most advantageous to the District with price and other factors considered This method allows to discuss the proposal with proposers.

9 Procurement Methods Non-Competitive Procurement (Sole Source)
Purchases in excess of $3,000 An item is available from only a single source A public exigency or emergency will not permit a delay resulting from competitive solicitation The FTA authorizes non-competitive negotiations Competition is inadequate after solicitation of a number of sources Justification for Sole Source must be documented
