6 2007 Dues Collections The 2007 budget is based on a minimum of 110 full members and 51 civic members So far, we have 51 full member and 28 civic members To avoid the 10% late payment penalty, please pay by March 31st

7 Planning and Development – Mike Randolfi
2007 Improvements Pool Tiles Bathroom/Pump Room Repairs Future Expenditures 2008 – Resurface Parking Lot - ~$15,000 2009 – Resurface Pool/Replace Filters - ~$10,000+ 2010 – Rebuild Tennis Courts - $50,000 - $60,000

8 Grounds – Barry Adams New Flowers will be planted by April 1st
Pinestraw is going to be spread in the common areas and around the tennis courts by April 1st Spring Clean Up Please volunteer your time to help with our spring cleanup (Probably April 21st)

9 Pool and Tennis – Mark Fee
Sweetwater contracted for 2007 – 945 hours Pool opens May 20th and will close Sept 4th Work day – Saturday, April 21st Much work has been done during the off season to ready the pool for opening day with no labor costs billed to RSCA. New doors installed on pump room New inline fan to be installed to keep airflow in pump room and conditions dry New drywall installed where needed All chemicals moved to small pump room leaving guard room clean and free of chemicals Diving board has been refurbished Pump and pooling issues have been addressed Restrooms problems, wallboard, plumbing and tile are being addressed

13 Permanent Declaration and Covenants
What is the goal? To have all current neighbors become members (full or civic) of RSCA Upon the sale of a home subject to the Permanent Declaration, the new homeowner will purchase with the understanding that full membership is mandatory

14 Permanent Declaration and Covenants
Why is this necessary? To develop guaranteed income to be able to cover upcoming capital expenditures which are occurring due to the age of the neighborhood and amenities.

Web Survey Results 64 Respondents Aware of expired covenants? 82.8% - Yes 17.2% - No In general, in favor of new covenants? 87.5% - Yes (49 votes) 5.4% - No (3 votes) 7.1% - Other (4 votes) After reading, in favor of new Perm. Declaration? 71.2% - Yes (37 votes) 9.6% - No (5 votes) 19.2% - Other (10 votes)

16 Permanent Declaration Highlights
Purpose is to develop mandatory membership Execution is voluntary with penalties should you want to join after the 90 day period after the Permanent Declaration is filed Does not take effect until 66.7% have signed Current owners have the option of full or civic membership Future homeowners will have a mandatory full membership Once a Full member, you can’t go back to Civic Non-signer - Greater of $2000 or Sum of Dues + 25%

17 Covenants When you sign the Perm Declaration, you are subjecting yourself to the protective covenants Membership in the RSCA is the primary focus The protective covenants are essentially the Gwinnett County state laws and ordinances No architectural committee Uses Georgia Property Owners Association Act recently passed
