2. Why do we need an umbrella organisation?
Why : Strong recommendation of DAWN IV and GWIC 3G
Rationale:
Avoid parallel explorations of R&D space, fill gaps
Obtain a coherent international framework on computing issues
including low latency, pipelines/data access and simulation
Coordinate in a global scales in the GW community and adjacent communities (PP, NP) on the issues of civil infrastructures, cryogenic and vacuum technologies, main drivers of the cost
Increase emerging synergies at the quantum front
Develop the innovation and societal impact at the global scale (e.g; through environmental noise control techniques for early alerts and monitoring techniques on geoscience/environment)
Last but not least: prepare the upcoming generation of GW researchers in a global context.

3. Therefore the possible R&D themes of an umbrella organisation to be coordinated are:
Light sources
Mirror , Substrates and Coating
Suspensions
Cryogenic technologies
Vacuum technologies
Quantum technologies
Environmental monitoring and cancellation
Civil infrastructure issues (including smart and resilient aspects)
Computing “infrastructure” (Low latency, Analysis pipelines and data access, Simulation)

4. Umbrella organization for 3G R&D (GW3GRD)
Structure: (important to find a good acronym, name)
Members: International consortia formed around each R&D theme — e.g., coatings, Newtonian noise, quantum, vacuum, ...
Leadership: Board composed of consortia designees. Expect Board to self organize to be geographically diverse. If this fails, it will be mandated.
Interactions: Board will interact with and represent the community via its member consortia; Board will interact with funding agencies through GWAC.

5. Umbrella organization for 3G R&D (GW3GRD)
Board responsibilities: (detailed structure of Board TBD)
Census of existing R&D: who are the players, where are the gaps? Assist in the formation of the consortia.
Workshops: run a series of workshops to foster consortia and recruit researchers to fill gaps.
Priorities: develop with the consortia, guided by the GWIC Report, an annual document to set R&D priorities to be given to GWAC. Discuss with GWAC if requested.
Evaluation: Monitor progress.

Discussion topics:
Structure of consortia — MOUs, organized nationally, regionally, individually?
R&D topics: everything now, more focused?
Will consortia proposals make sense? Near future? Eventually?
Descendent of GWIC 3G R&D subcommittee? Under GWIC aegis?
Strength of connection to funding agencies?
A small funding stream for workshops and f2f meetings?
Should data analysis, interpretation, and science case evolution be part of this? When?
