2. State Governments

3. Voting
Very restricted: in most states only white men, over the age of 21 could vote. Moreover, in some states you also had to own a certain amount of land or pay a certain amount of taxes.

6. New Territory in the West
States claimed the new territory gained by the Treaty of Paris. All states had land claims except, RI, PA, NJ, DE, and MD.

8. Northwest Ordinance
60, 000 free settlers, could ask Congress to be admitted as a new state.

9. Farmers take arms
Early to mid 1780s , the country is in an economic depression.
During the war farmers were told to increase production, borrowed money for land, seed, animals, and tools.
When the war was over the price of goods fell dramatically.
States raised taxes
Vets of Saratoga and Bunker Hill took arms in 1786 and attacked courthouses and prevented the state from seizing farms.

10. Shay’s fallout
People realized that the Articles of Confederation were in serious need of repair.
Conference in Philadelphia was to convene in the Spring of 1787.
The goal…?
