2 State Governments Most states wrote a _________________. This is a document that sets out the __________ and _____________ of a government. 3 Voting Very restricted: in most states only white men, over the age of 21 could vote. Moreover, in some states you also had to own a certain amount of land or pay a certain amount of taxes.

5 Articles continued Each state had 1 vote
It took _______ out of the 13 states to pass a law. Congress could declare war, appoint military officers, and coin money. Could not: Regulate trade domestically or foreign. Pass tax laws Had to ask states for money No president No system of courts to settle disputes.

6 New Territory in the West
States claimed the new territory gained by the Treaty of Paris. All states had land claims except, RI, PA, NJ, DE, and MD.

7 Early troubles Land disputes Money –( Debt
Inflation –( Money was worthless Foreign countries took advantage of our weakness…Britain keeps troops in the Ohio River Valley. Spain closed the port of ________ _________.

8 Northwest Ordinance 60, 000 free settlers, could ask Congress to be admitted as a new state. New states were to be treated the __________ as the original ________ states. Next states to join: Ohio, Indiana, Illinois, Michigan, and Wisconsin.

9 Farmers take arms Early to mid 1780s , the country is in an economic depression. During the war farmers were told to increase production, borrowed money for land, seed, animals, and tools. When the war was over the price of goods fell dramatically. States raised taxes Vets of Saratoga and Bunker Hill took arms in 1786 and attacked courthouses and prevented the state from seizing farms.

10 Shay’s fallout People realized that the Articles of Confederation were in serious need of repair. Conference in Philadelphia was to convene in the Spring of 1787. The goal…?
