Standard Operating Procedures: - Describes how we should do it There is one Standing Order (SO) and eight Standard Operating Procedures (SOP’s) that apply to drivers of CFA vehicles.

Standing Order 12.00 DRIVING CFA and BRIGADE OWNED VEHICLES
States that “all CFA members who drive and operate vehicles used for CFA activities shall do so in a safe, responsible and lawful manner”.

Definitions CFA member:
A person who is registered by the Authority as a volunteer officer or member of a brigade and/or a person who is employed by CFA CFA vehicle: All vehicles owned or used by CFA or any brigade or Group. This does not include any privately or community owned vehicles, unless approved for use by the OIC Brigade/Incident Controller.

Definitions Incident Controller:
The individual designated by the control agency to have overall management of the incident and is responsible for all incident activities OIC (Officer-in-Charge) Brigade: The Captain or CFA officer in charge of a brigade In the absence of these persons or other brigade officers, this definition includes a member of the brigade below the rank of officer.

Definitions Operational activities:
CFA approved, coordinated or pre-planned action, or series of actions, in response to and in support of a potential or existing emergency incident, including training and exercises.

Legislation Drivers of CFA vehicles shall have an understanding of, and comply with the relevant State legislation.

Licences Drivers of CFA vehicles shall have the appropriate licence for the vehicle they are driving and comply with any conditions on their licence.

Endorsements DCO (Operations), O/M, O/O or OIC Brigade (this responsibility cannot be delegated) shall: Be advised by any CFA member who drives or may be required to drive CFA vehicles if their licence is varied, cancelled, disqualified or suspended Be advised by any CFA member if they have any medical condition that may affect their ability to drive and operate any CFA vehicle Endorse any person under their control to drive and operate any CFA vehicle.

Endorsements (cont) Where there is a dispute in relation to the determination by the OIC Brigade, the Operations Manager shall resolve the dispute.

Probationary Licences
Drivers of CFA vehicles who are on a probationary licence shall display ‘P’ plates, unless they are en-route to, in attendance at, or returning from an operational incident.

Seatbelts Requirements on seatbelt use:
The driver is legally responsible to ensure that all vehicle occupants are wearing a seatbelt if provided in each seating position However, CFA states that each crew member is responsible for their own seatbelt use. The driver and Crew Leader should check that all crew members are wearing seatbelts before the vehicle moves.

Seatbelts – Cabin 7.1 Drivers and crew members in the cabin of a vehicle shall wear seatbelts at all times while the vehicle is in motion whether the vehicle is on public or private land, unless they hold a written exemption as allowed under state legislation 7.2 The driver is exempt whilst reversing

Seatbelts - ROPS 7.3 Crew members outside the cabin on the crew deck shall be seated in the roll over protective structure where fitted, and shall wear seatbelts at all times while the vehicle is in motion 7.4 An exemption applies to 7.3 if a crew member is required to be standing in the crew deck area to undertake operational activities CFA members should undertake an appropriate assessment of the risks before applying this exemption

Driving Under the Influence
No person shall drive a CFA vehicle: If they are likely to have the prescribed concentration or more than the prescribed concentration of alcohol in their blood; or While under the influence of intoxicating liquor or of any drug to such an extent as to be incapable of having proper control of the vehicle.

Zero BAC The Road Safety Act (1986) requires that the following drivers must have a ZERO blood alcohol concentrate (BAC): Holders of probationary licences Drivers of vehicles exceeding 15 tonne Gross Vehicle Mass (e.g. Aerial Appliances, Type 3 Heavy and Scania Pumpers) Drivers of a bus capable of carrying more than 12 adults including the driver

Mass and Dimension All drivers of CFA vehicles must comply with any posted ‘mass or dimension limit’ signs unless exempted Exemptions do apply to ‘no trucks’ signs if the driver is responding to a fire or incident under Code 1 or Code 3 conditions.

Driver Education Driver Under Instruction
Any person receiving driving education in preparation for obtaining a licence endorsement to drive CFA vehicles must have a valid and current motor car licence and must also display Driver Under Instruction signs If the driver is a probationary driver, then they must also display their plates.

Radios and Phones Whilst the vehicle is in motion, drivers shall not use the CFA radio, hand-held mobile phone or navigational device unless operationally required Where possible, a passenger in the vehicle should use these devices in preference to the driver.

Logbooks The driver of a CFA vehicle shall complete an entry in the vehicle log book at the completion of every trip noting the following: Date Times Driver Mileage at end of trip Purpose of use.

Helmets in Cabins Drivers and passengers shall not wear helmets whilst travelling in the cabin or roll over protection structure of a CFA vehicle.

Loose Equipment All items within the cabin or roll over protection structure of a CFA vehicle shall be secured No item shall be placed over a window in a CFA vehicle so that it obscures the vision of the driver.

Reversing When reversing a CFA vehicle, drivers shall use a guide to assist where one is available.

Session 3 Emergency Vehicle Response

Response Codes The initial response Code shall be determined by Regional or CAD Operating Procedures, however the Incident Controller may order a change in response Code in accordance with the requirements or severity of the incident

Response Rules All drivers of CFA vehicles responding under Code conditions shall comply with the following rules: Red and/or blue flashing beacons and lights to be used at all times Sirens shall be used at all times when there is a risk to road users or the driver requires another vehicle to give way

Response Rules (cont) Sirens shall be used when approaching and proceeding through any intersection where the driver is facing: A red traffic control light; or A yellow traffic control light; or A stop, give way or roundabout sign; and the driver requires another vehicle to give way to them

Response Rules (cont) Drivers approaching and entering any intersections against: A red traffic control light, or A flashing yellow control light, or A stop, give way or roundabout sign shall not approach or enter such intersections unless they are able to give way and, if necessary, stop the vehicle to avoid any possible collision.

Response Rules (cont) Drivers should also consider whether the use of sirens and/or air horns is appropriate when travelling on highways where the normal traffic is at a greater speed such as freeways or when near hospitals and residential areas during quiet periods at night where startled animals (e.g. horses) may become hazardous to the responding vehicle, other traffic or members of the public

Trailers No CFA vehicle shall travel under Code 1 response while towing a trailer Where there is a requirement to tow a trailer to a fire or incident it is to be driven under normal road conditions.

Speed Limits – General While driving of CFA vehicles under emergency response conditions during operational activities provides certain exemptions under the Road Safety Road Rules 2009, CFA members shall follow these parameters:

Speed Limits – Firefighting Vehicles
Operational firefighting vehicles must not be driven at a speed that exceeds 20kph over the posted speed limit and where the posted speed limit is 100kph or 110kph, a maximum speed of 110kph applies

Speed Limits – Transport Vehicles
Operational transport vehicles must not be driven at a speed that exceeds 20kph above the posted speed limit and where the posted speed limit is 110kph a maximum speed limit of 130kph applies A maximum speed of 120kph applies to all 4-wheel drive or all wheel drive vehicles.

Speed Limits The Chief Officer may approve a higher maximum speed limit where operationally justified and applicable to specified vehicles Requirements of the Chief Officer’s SOPs in relation to Driving CFA Vehicles and Emergency Vehicle Response must still be complied with.

Session 5 Collisions Involving CFA Vehicles

SOP – 12.01 “To ensure that the circumstances surrounding collisions involving CFA vehicles are accurately recorded and appropriately investigated to enable monitoring and review”

Definitions Collision: means minor or major collision Major collision:
Where owing to the presence of a CFA vehicle, a collision occurs in which a person is injured or killed, any property is damaged and/or destroyed which is not classified as a minor collision

Definitions (cont) Minor collision:
A minor impact where the cost of repairs to a CFA vehicle and/or other vehicle (s) or property is estimated to be $1000 or less Property: Any tangible possession that is owned by someone.

Compliance The driver of the CFA vehicle involved in a collision shall: Stop the vehicle and comply with all legislative requirements.

Notifications As soon as possible, notify the CommCen of the collision. A representative of the driver may also undertake this. Upon such advice the CommCen shall: Where appropriate, dispatch other appliances to the incident; and Notify the Regional Duty Officer in the area that the collision occurs and, if applicable, the Incident Controller

Notifications (cont) Where a CFA vehicle is involved in a collision outside CFA area, the driver or representative of the driver, shall notify their home Regional Duty Officer or the CommCen For interstate deployments (except normal support arrangements), contact the CFA Interstate Commander who shall then contact the State Duty Officer if necessary.

Regional Duty Officer The Regional Duty Officer shall:
Contact the State Duty Officer and advise of any collision involving: Any vehicle responding to a call for assistance; Injury or death to any CFA member or civilians; Rollovers; and Damage to any vehicles/property estimated in excess of $1000

Contact the District Mechanical Officer if applicable Advise the driver of the CFA vehicle involved in a major collision that their endorsement to drive a CFA vehicle has been suspended. The decision to withdraw a driver’s endorsement shall be considered further pending the outcome of an investigation

Commence an investigation by completing a Collision/Incident Report form Decide, in consultation with the OIC Brigade, whether the driver’s endorsement can be re-instated immediately, or the suspension should stand pending the outcome of any investigation.

Operations Manager The Operations Manager shall:
Advise any driver whose endorsement has been suspended as to the outcome and recommendations of the investigation within a seven (7) day period.

Drivers Responsibilities
Drivers involved in a collision shall: Contact the Regional Duty Officer; and Complete a CFA Insurance and Motor Vehicle Collision/Incident form.

Scene Safety and Preservation
Drivers and crew of CFA vehicles involved in a collision or incident shall ensure that the scene is made safe for persons approaching the area while also ensuring that it is preserved for any possible investigation Every effort shall be made to contain spills where practical.

Session 6 Recovery of Disabled CFA Vehicles

Definitions Crew: Two or more people competent to undertake tasks
Disabled vehicle: Includes, but is not limited to, vehicles involved in collisions, break downs or rolled vehicles Equipment: A generic term that includes any object that is CFA or brigade owned that is utilised during the execution of CFA operational activities.

Definitions (cont) Personal Protective Clothing (PPC):
Includes clothing used to provide protection to CFA members from the risks associated with performing a specific operational task for which they are competent and endorsed Roadway: That portion of the road devoted particularly to the use of vehicles, including shoulders and auxiliary lanes.

Recovery of Fighting Vehicles
In the event that a CFA firefighting vehicle becomes disabled: The driver shall notify the Regional Duty Officer and where applicable, the Incident Controller The Regional Duty Officer shall notify the District Mechanical Officer

DMO’s The District Mechanical Officer shall make arrangements for the recovery of the vehicle.

Driver’s Responsibilities
In the event that a CFA transport vehicle becomes disabled: Contact the manufacturer or manufacturers accredited provider as part of the new vehicle warranty, if current and applicable In other instances, contact the supervisor or comply with local arrangements.

Safety Where the crew or vehicle or any person or motorist is threatened, the disabled vehicle may be moved from the danger area Where it is safe to do so, CFA members shall endeavour to move the disabled CFA vehicle out of the way of traffic.

Safety (cont) Where CFA members are working on the roadway, they shall wear reflective PPC where available Hazard lights of all disabled vehicles shall be activated whilst recovery is underway, where possible Consideration shall be given to minimising the impact on the local environment, including the effect on soil and water quality, when recovering any vehicle.

Safety (cont) Any disabled vehicle shall be secured to ensure it, and the surrounding area, are safe Warning devices such as ‘reflective triangles’ should be placed around the scene.

Safety (cont) Where it is safe and practical, CFA members shall remain with the vehicle at all times to avoid potential damage or vandalism. Where the scene is not safe, it should be marked as such and secured as much as practicable.

Bogged Vehicles If a vehicle is bogged and can be easily mobilised by using equipment on the vehicle, competent CFA members may recover the vehicle using the appropriate equipment and towing hooks.

CFA vehicles shall not be used to recover other disabled vehicles by towing or any other means unless it can be done safely with appropriate equipment and without damage. Towing of vehicles must have the approval of the District Mechanical Officer.

Changing Wheels Only crews with the appropriate competencies shall attempt to change a wheel on a CFA vehicle.

Session 7 CFA Members Driving Other Emergency Services Vehicles

Definitions Emergency Service Organisation (ESO) Vehicle:
A vehicle under the control of an organisation as defined as an emergency vehicle as per Road Safety Road Rules 2009.

Approval CFA members who are requested to drive any ESO vehicle shall comply with the following parameters Approval shall be granted by the person in charge of the ESO vehicle before driving the vehicle

SOP’s and Endorsement 1.2 CFA members will drive the vehicle in compliance with Chief Officer’s SOPs 12.03 – Driving and Travelling in CFA Vehicles, 12.04 – Emergency Vehicle Response and 12.06 – Speed Limits – CFA Vehicles. 1.3 Only CFA members who have been endorsed by their OIC Brigade to drive CFA vehicles shall drive a vehicle under the control of another ESO

Notification and Approval
1.4 A CFA member who drives an ESO vehicle shall contact the Regional Duty Officer as soon as possible after the incident, who will then record the relevant details 2. Where CFA members are regularly involved in driving other ESO vehicles, arrangements should be made to formally record approval of the other ESO.

Session 8 Non CFA Members In/On CFA Firefighting Vehicles

SOP 12.08 “To ensure the safety of all persons taking part in or in proximity to a non-operational activity by describing the practices to be followed by CFA and Non CFA members.”

Definitions Firefighting vehicle:
A vehicle (not an Operational Transport Vehicle) constructed solely for firefighting purposes and includes Pumper, Tankers and Specialist Vehicles Left unattended: When the driver is more than 3 metres from the vehicle and there is no CFA member in the vehicle Non CFA member: A member of the public not being a member of CFA and who is 18 years or older.

Definitions Non operational activity:
An approved, coordinated and pre-planned activity that either fully or partially involves members of the public Operator: A CFA member trained and accredited to operate an appliance and the equipment carried on the appliance.

Procedure When CFA firefighting vehicles are engaged in non operational activities, CFA and Non CFA members shall follow these parameters: 1.1 Chief Officer’s SOP – Driving and Travelling in CFA Vehicles must be complied with

Procedure 1.2 Prior to the event, the Brigade must record all activities involving non CFA members who are passengers on CFA firefighting vehicles using the template provided in Schedule 1. The OIC Brigade must approve each activity 1.3 Non CFA members aged less than 18 years are prohibited from riding in or on CFA firefighting vehicles, unless otherwise approved by the Chief Officer

Procedure 1.4 All non CFA members, including Volunteer Auxiliary workers, must be seated in the cabin of the truck and wear seatbelts in accordance with the Victorian Road Rules and Chief Officer’s Standing Orders and SOPs. The maximum number of people travelling in the cabin shall not exceed the number of seat belts

Procedure 1.5 If there is an operational requirement for the firefighting vehicle during the activity, all non operational people shall alight from the vehicle and have other transport arrangements made for them 1.6 All gifts shall only be collected or distributed from a stationary vehicle. Vehicle must be parked at the curb in compliance with all requirements of the Road Safety Road Rules 2009

Procedure 1.7 The use of emergency vehicle warning devices (eg. lights and sirens) is not permitted during non operational activities where the activity is taking place in a public street or area where there are other vehicles 1.8 The driver shall at all times remain in the vehicle whilst non CFA members are in the cabin. The vehicle shall not be left unattended and unlocked during non operational activities

Definitions Collision:
An accident in which a person is injured or any property is damaged or destroyed Operational activities: CFA approved, coordinated or pre-planned action, or series of actions, in response to and in support of a potential or existing emergency incident, including training and exercises

Procedures CFA members shall comply with all legislative requirements in relation to driving motor vehicles CFA members shall not have their private vehicle marked nor have equipment fitted which could cause another driver to mistake it for an emergency vehicle CFA members travelling to the station or direct to the scene shall not position their vehicle closer than 50 metres to any police or emergency vehicle that is also in motion

Parking CFA members shall park their vehicle clear of any incident so as to not impede any police or emergency vehicle access or any operational requirement or be endangered by the incident This procedure shall not apply to a member who is using their vehicle for any official operational function, such as a control point

Procedures CFA members shall park their vehicles in accordance with Road Safety Road Rules 2009 and ensure that the vehicle is secured and locked both at any incident or fire station All CFA issued PPC that is in a private vehicle should be secured at all times CFA members shall comply with instructions given by any member of the police force

Involved in a Collision
In the event that a CFA member driving a private vehicle is involved in a collision whilst undertaking any approved operational activities, they shall: Stop and comply with Section 61 Road Safety Act 1986; As soon as possible, notify their OIC Brigade of the circumstances relating to the collision; Contact the Area/Region Headquarters and request a volunteer compensation claim form; and Complete the claim form and return it to the Area/Region Headquarters

Obey Road Rules Road Safety Road Rules 2009 does not provide any exemptions to CFA members when driving private vehicles to a fire call or to the station in response to a call for assistance All relevant laws must be followed
