1 C3 Orientation

2 C3 Orientation This C3 orientation is intended to be given to ALL workers on this project. It is expected this orientation will take less than 20 minutes. It is entirely separate from any General Contractor’s orientation. It is not a safety orientation.

4 Who is C3? C3 was established to:
Focus on the needs of the craft professional Help them achieve success in their craft Make a career in the construction industry attractive once again. Our goal is to attract, train and retain craft professionals to a successful career in the construction industry. WHY C3 In the fall of 2009, a group of owners, general contractors and specialty contractors gathered to discuss the current state of the commercial construction workforce in the Greater Houston Area. The conclusion was that future demand for the commercial construction industry will far outpace the availability of qualified craft workers.

5 What is C3? -We are an industry taking control of our issues…
We are not advocating for new laws. -We promote craft training, safety training, and financial security for all craft workers… We do not advocate for union or merit shops. We do not take a position on immigration.

6 Industry Facts The average age of a craft worker is approaching 50.
The average entry age into the industry is approaching 30. 20% of the workforce is expected to retire within 3 years. Craft training is at an all-time low. Construction productivity is at an all-time low. National OSHA recordable incident rate is 3.5!* Future building growth is projected to exceed anything seen in previous generations. *according to Bureau of Labor Statistics for 2015

8 The Bottom Line The construction workforce is aging.
There are fewer training opportunities for the workforce. The demand on our industry continues to increase and become more technical every year. We must do more to attract, train and retain Craft Workers to meet the demands of our industry!

9 Three Owner-Driven Principles
Promote the financial security, health and well-being of all craft workers. Require construction industry safety training standards for the workforce. Commit to craft training.

10 1st Principle Promote the financial security, health and well-being of all craft workers. Employers pay craft workers by the hour. At the end of the year Craft Workers receive a Form W2 as an employee and not a Form 1099 as an independent contractor. Ensure employers pay overtime in accordance with federal overtime laws for anything over 40 hours in a seven-day pay period. Ensure that employment taxes are properly deducted and matched in compliance with federal and state laws. Provide Workers’ Compensation Insurance.

11 2nd Principle Require construction industry safety training standards for the workforce. Employers must provide OSHA 30-Hour Training for all Field Supervisors or Foremen, and OSHA 10-Hour Training for all craft workers. C3 tracks safety credentials in the C3 Training Database, as well as all other safety and craft training credentials. C3 Safety Training - 12 Month Modules, a safety-refresher delivered once per month at C3 Projects.

12 3rd Principle Commit to craft training
Ensure employers will promote In-House craft training or 3rd Party Industry craft training. Ensure employers will work with C3 to track the duration, curriculum and credentials of the provided training. Ensure employers will support and work with C3 as future craft training standards are developed.

13 1st Principle: PAYROLL The top part of this document is the pay stub; the bottom part below the perforation is the pay check.

14 PAYROLL The pay stub should show hours worked during the pay period. In the example here, this is 40 hours at regular time, and 5.0 hours at overtime (time and a half).

15 PAYROLL The pay stub should also show the hourly pay rate. In this example, the pay rate is $15.00 per regular hour worked, and $22.50 per overtime hour worked.

16 PAYROLL The pay stub should show gross wages earned during the pay period. In the example below, this is (40 hrs. X $15.00/hr.) + (5.0 hrs. X $22.50/hr = $ of gross pay.

17 PAYROLL Required deductions should be itemized on the pay stub and will normally include Federal Income Tax withheld. The amount withheld is a function of taxable gross pay, and marital status and exemptions claimed on the Form W-4 (Employee's Withholding Allowance Certificate) submitted by the employee to the employer. 18 PAYROLL Required deductions should be itemized on the pay stub and will normally include FICA - Social Security Tax. This should be calculated by the employer at the applicable rate or percent.

19 PAYROLL Required deductions should be itemized on the pay stub and will normally include MEDI - Medicare Tax. This should be calculated by the employer at the applicable rate or percent.

20 PAYROLL Other common deductions include the portion of health insurance coverage paid by the employee, dues, and deductions for a company provided retirement plan, such as a 401(k).

21 PAYROLL If the employer pays by direct deposit, or by payroll card, the information below should be provided to the employee in the form of a payroll supplement. A payroll supplement or other document to support these alternative forms of payment should reflect that all of the below required deductions have been withheld from the employee’s gross pay.

23 Compliance Checks C3 will perform jobsite interviews for compliance to ensure compliance. C3 will make certain that craft workers have received OSHA 10 training and that supervisors have received OSHA 30 training and are uploaded to C3 Training Database. Contractor will provide orientations like this for all workers on the project.

26 A Sustainable Workforce
All hourly workers on this C3 jobsite will: Be paid by the hour Be paid overtime for work in excess of 40 hours in a week Have federal and state employment taxes (social security and unemployment) deducted from their paycheck and matched by their employer Be protected by Workers’ Compensation insurance in the event of an injury NO Piecework or Independent Contractors Allowed!

27 Safety All Craft Workers must have completed OSHA 10-Hour Safety Training prior to arrival on the job site. All Supervisors or Foremen must have completed OSHA 30-Hour Safety Training prior to arrival on the job site. C3 Safety Training - Monthly Modules provided on all C3 projects.

28 C3 CHECK LIST I am being paid by the hour (no piece work and no independent contractors). I receive overtime pay for all work over 40 hours in a week. If I am a craft worker, I have received OSHA 10-Hour training. If I am a supervisor, I have received OSHA 30-Hour training. I am protected by Workers’ Compensation Insurance in the event of an injury. I have attended the C3 Orientation on this Project.
