1 ICON-Institute Public Sector
Overview of experiences in other BCs (Slovenia, Hungary, Latvia, Slovakia) Vilnius, 5-6 September Transition Facility Statistical Cooperation Programme LOT 2 – Pesticide Indicators ICON-Institute Public Sector

2 ICON-Institute Public Sector
Involved parties Hungary → Statistical Office (KSH) Environmental Section → Ministry of Agriculture and Rural Development → Plant Protection Service (Inspectors) Slovenia → Statistical Office (SORS) → Phitosanitary Administration → Agricultural Institute of SI → Chamber of Agriculture and Forestry of SI (Inspectors) ICON-Institute Public Sector

3 Involved parties (continued)
Latvia → statistical office (CSB) Agricultural and Environmental Statistics Dept → State Plant Protection Service (Advisory services + 28 Inspectors) Slovakia → Statistical Office of the Slovak Republic (Agriculture and Environment Dept) → State Plant Protection Service (Central Control and Testing Institute - UKSUP) ICON-Institute Public Sector

4 ICON-Institute Public Sector
Pesticide use Hungary → 248 registered PPPs for wheat, out of 742 authorised products → 0.2 kg/ha a.s (2003): 56% fungicides, 32.5% herbicides, 11.5% others Slovenia: → 80 registered PPPs for wheat → 0.6 kg/ha a.s.: 72% herbicides, 27% fungicides, 2% others ICON-Institute Public Sector

5 Pesticide use (continued)
Latvia → 140 registered PPPs for wheat, out of 240 authorised products → 0.2 kg/ha a.s (2003): 56% fungicides, 32.5% herbicides, 11.5% others Slovakia: → ?? registered PPPs for wheat → 0.2 kg/ha a.s.: 48% herbicides, 27% growth regul., 21% fungicides, 4% others ICON-Institute Public Sector

6 ICON-Institute Public Sector
Sampling frame Hungary →Farm register (from Agricultural Census 2000), partially updated via FSS 2003 and 2005 (15%) Slovenia → Farm register (from the Census 2000), partially updated via FSS 2005 and 2007 ICON-Institute Public Sector

7 Sampling frame (continued)
Latvia →IACS, cross-checked with the Statistical Farm Register and the Statistical Business Register Slovakia → National farm register (updated May 2007) ICON-Institute Public Sector

8 ICON-Institute Public Sector
Sampling error Hungary, Latvia, Slovakia → not specified Slovenia → coefficient of variation: 0.89% for wheat and <1% for the other main agricultural products ICON-Institute Public Sector

9 ICON-Institute Public Sector
Sample unit Hungary → farm, survey information is filled in at parcel level but calculations are then made at farm level Slovenia → parcel but there is possibility to provide data at farm level also if detailed info does not exist ICON-Institute Public Sector

10 Sample unit (continued)
Latvia → farm but information is provided on each area treated Slovakia → unknown (questionnaire still under development ?) ICON-Institute Public Sector

11 Sample size (continued)
Latvia → wheat producers in the sampling frame → 421 farms stratified and 489 big farms automatically selected: 910 units surveyed Slovakia → size of sampling frame ?? (3 352 farms in 2004) → 1000 units (of which 138 big farms automatically selected) ICON-Institute Public Sector

12 Sample stratification
Hungary Two-stage stratified random sampling → 60 strata : 3 size classes for the 20 counties (NUTS2): <5 ha 5-100 ha >100 ha Slovenia Simple random sampling → 4 strata: <50 ha (12% of wheat farms / 40% of wheat area) 50-<100 ha (27% / 30%) ha (41% / 25%) >250 ha (20% / 6 %) ICON-Institute Public Sector

13 Sample stratification (continued)
Latvia Optimal allocation (c.f. Neyman) → 158 strata: 26 districts, 6 size classes for each Slovakia Optimal allocation ? (c.f. Neyman) → 18 strata: 3 regions (Nuts II) 6 size classes (<50, , , , , , , >1000 ICON-Institute Public Sector

14 ICON-Institute Public Sector
Sample selection Optimisation method rather than pure result of sample ICON-Institute Public Sector

15 ICON-Institute Public Sector
Survey type Hungary → 780 surveys carried out by electronic questionnaire : for the 200 enterprises and 580 interviews by 25 PPP inspectors (with lap-tops) → substitute list used to achieve 100% response → high quality responses (trained inspectors, involved in 2005 survey) Latvia → 910 surveys carried out through direct interviews by 28 PPP inspectors from SPPS → high quality responses (trained inspectors) Slovakia: → 1000 postal surveys → uncertain response rate (>50%) and varying response quality ICON-Institute Public Sector

16 Survey type (continued)
Slovenia: → 200 farms : face-to-face interviews (PAPI) by 40 advisors from the Agricultural Advisory Services (Chamber of Agriculture and Forestry) → good response rate (+/- 100%), high quality → 1 350 farms : postal surveys (POST) with instructions → relatively small response rate but good quality responses ICON-Institute Public Sector

17 ICON-Institute Public Sector
Survey type (cont.) → 1 350 farms interviewed by telephone (CATI) by students → high level of responses but more errors than the other 2 methods ICON-Institute Public Sector

18 ICON-Institute Public Sector
Survey planning Hungary → original plan: start in June, delayed to summer → early results in September → processing eased by several checks directly when entering the data (application rate min.-max., treated area, application date etc.) Slovenia: → start in October → early results by year end → processing eased by several checks directly when entering the data (application rate, farmers contact details etc.) ICON-Institute Public Sector

19 Survey planning (continued)
Latvia → survey launched in August with responses allowed until end of the month. → no results available for Istanbul Slovakia: → survey launched in August ?? → no results available for Istanbul ICON-Institute Public Sector

20 Objectives/Future plans
Hungary → nothing concrete foreseen for future → though, exists a demand for such statistics (e.g. risk) Slovenia: → long-term vision → survey every 2 years (crop rotation) → exists also demand for such statistics (e.g. risk) ICON-Institute Public Sector

21 Objectives/Future plans (continued)
Latvia → nothing concrete foreseen for future → though, exists a demand for such statistics (e.g. risk) Slovakia: → due to resource limitations, limitation of survey to basic requirements → nothing concrete foreseen for future ICON-Institute Public Sector
