2 Current edition of the NESC is the 2012 edition.

3 Present 2012 Edition Like other editions, comprised of Introductory info and 4 parts Part 1 – Supply Stations Part 2 – Overhead Electric Supply and Communications Part 3 – Underground Electric Supply and Communications Part 4 – Work Rules

4 Present Considered the “Bible” in the industry NOT a design guide
Intent is to set standards for construction, operation and maintenance Allow cost effective construction methods Protects the public Protects the worker Co-op world, RUS supplies design criteria based on NESC requirements

5 Present Updated every 5 years
Tremendous amount of work goes into updates Subcommittees Working Groups IEEE Staff In spite of everyone’s best efforts, errors and some confusion occasionally arise

6 Present Need to be aware of the following additional publications:
Errata – errors in code usually from transcription or proofreading TIA – Tentative Interim Amendment IR – Interpretation Request All are available on NESC web site Should check on periodically for updates Errata – usually typos or proofreading errors that made their way into final print versions of the current edition. There are several for the 2012 edition. Tentative Interim Ammendments are changes made to a rule to provide clearer understanding, simplification, clarification or to correct an anctual error with the rule such as an error with a formula or calculation. TIAs are only enforce for the edtion for which they were issued. They automatically become CPs for inclusion in the next edition of the code and the appropriate subcommittee will consider whether to adopt, change or reject the TIA for the next edition just like a CP. A Interpretation Request is just that. Someone requested an explanation or clarification of a particular rule, or may ask whether a particular design or method meets or violates a particular rule. IRs are handled by a special interpretations committee. Depending on the nature of the IR they may or may not ask the subcommittee who wrote the rule to hold a mail ballot to approve an IR. IRs stay valid for as long as the rule it pertains to remains unchanged. Quite often though, they also become CPs.

14 Are currently no TIAs for the 2012 Edition of NESC
Are currently no TIAs for the 2012 Edition of NESC. But keep these in mind if you are ever referring to an older edition for purposes of justifying “grandfathering” that these TIAs exist. Make sure the rule you are using is not affected by a TIA. Also, while on the subject, always keep a copy of older editions of the NESC. May need in order to justify why a portion of your system was built/operated the way it was.

There were 7 IRs issued in Only 4 affect the 2012 Edition, the others affect the 2007 Edition. Still want to look at those too as the rules they affect may not have changed in the 2012 Edition and they would still be in effect.

19 Future 2017 Edition Work has begun
IEEE now accepting Change Proposals (CPs) CPs will be accepted until July 15, 2013 After that date CPs from the public will no longer be accepted, only those from various Working Groups (WGs) Subcommittee 8 currently has one WG looking at application of work rules to generation

20 2017 Edition Time Line Sept-Oct, 2013 – Subcommittees consider CPs
Sept 1, 2014 – Preprint published May 1, 2015 – Final date for comments Sept-Oct, 2015 – Subcommittees to reconsider actions based on comments and WGs Jan 15, 2016 – submitted to NESC for approval and ANSI for public review May 15, 2016 – submitted to ANSI for recognition as ANSI standard Aug 1, Publication

21 Change Proposals If you want to submit a CP there are a few things to keep in mind: Anyone can submit Can be for new rule, change to existing rule or deletion of existing rule Must be done electronically through IEEE website Must be on approved form Must be in approved format ONLY one change per submission

27 Get a blank template for submitting a CP or for making a later comment of the Preprint.

Template is in Microsoft Word Document format. Simply download template and then fill in. Areas listed as “examples” in template can be deleted but rest of template should remain as is. It is VERY IMPORTANT to underline additions and strike through deletions or your CP will be rejected outright. Even if proposing and entire new rule, your proposal should be underlined. Also you will need to complete one of these for every change you are proposing.

45 Final Draft After all work completed by subcommittees, IEEE staff compiles all work into final draft version Goes to NESC Committee and ANSI for review and approval Can either accept or reject but cannot make changes
