©2011 Ohio Rural Electric Cooperatives Part 4 Work Rules Page headers for this section being changed from “Rules for the Operations of Electric Lines” to simply “Work Rules”.

©2011 Ohio Rural Electric Cooperatives … Revised to clarify that if workers have exposure to arcs then any kind of clothing made of synthetic materials, unless arc rated, cannot be worn. This includes undergarments.

©2011 Ohio Rural Electric Cooperatives … Companies have a choice of how to proceed; can do a conventional arc hazard analysis or make use of tables included in this rule to determine clothing ratings needed to protect employees. Also emphasize that need for analysis and protection applies to all voltages from 50 through 800,000 V.

©2011 Ohio Rural Electric Cooperatives … … … Added in response to request for interpretation made after 2007 edition published. Just because an employee is working in the vicinity of energized lines or equipment does not necessarily mean they have exposure that would require arc rated clothing to be worn. Need to evaluate the work to be done, not just the location.

©2011 Ohio Rural Electric Cooperatives … … … Reemphasize that engineering controls and work practices can also be used to reduce and limit exposures to arcs.

©2011 Ohio Rural Electric Cooperatives New clothing selection table for low voltage arcs.

©2011 Ohio Rural Electric Cooperatives All the values in this table were corrected. An error was made in the original data and was published before being detected. TIA 2007-5 was issued with the corrected values in September of 2008.

©2011 Ohio Rural Electric Cooperatives … … Changed to emphasize that inspection of all climbing and fall protection equipment is to be made before use. Old rule did not say when or how often inspections were to be done.

©2011 Ohio Rural Electric Cooperatives … … NESC now bans the use of non-locking snaphooks on safety straps. Change also repeated in rule 420 K 8.

©2011 Ohio Rural Electric Cooperatives … Revised to make clear to workers that they should not come into contact with any truck, grounded or not, that is in the vicinity of energized lines.

©2011 Ohio Rural Electric Cooperatives … Numerous changes were made in the rules dealing with clearances when working on transmission voltages.

©2011 Ohio Rural Electric Cooperatives Minimum approach distances have changed due to a change made in the formula used to calculate the electrical component of the minimum approach distance.

©2011 Ohio Rural Electric Cooperatives … Equal potential grounding is to be used.

©2011 Ohio Rural Electric Cooperatives … … Workers on ground may still need additional protection from step or touch potentials on the ground.

©2011 Ohio Rural Electric Cooperatives Added to emphasize the importance of installing or removing grounds in the proper order in accordance with the directions in the rest of Rule 445.
