2 Alberta Queen’s Printer
The official source of Government of Alberta laws, the Alberta Gazette, and legislative publications since 1906 Offers more than 1,900 legislative products and official materials in a variety of formats In addition to online purchasing, customers can access Alberta’s laws for free in HTML and PDF formats on the Queen’s Printer website Efficiently delivers products and services to Albertans, Canadians, and international customers - orders are received online, by phone, by fax, by mail, and in person Along with publishing the laws we also: Publish the Alberta Gazette Bi-Weekly (26 issues per year) 62% smaller or less volume was published as compared to the previous fiscal year Publish Orders in Council 279 OC’s last fiscal year as compared to 529 the previous year (a reduction of 47% less) Fewer cabinet meetings were held due to the election and new Government/Cabinet taking over. 2 new Codes were published for the Safety Codes Council that came into effect on January 1, 2016: Alberta Private Sewage Systems - Standard of Practice - Third Edition 2015 Code for Electrical Installations at Oil and Gas Facilities - Fifth Edition October 2015

3 Digital Publishing Alberta Queen’s Printer works continuously to provide our resources whenever and wherever they are needed We manage four websites that support our business Clients download over 2 million legislative items on our websites annually We provide self-service options to manage their account Professional users value the advanced access that QP Source Professional provides Meeting our clients demands and expectations of gaining access to the laws in meaningful ways is continuous work for our team. We listen to our client’s feedback and try to anticipate their requirements. Clients have downloaded over 2 million copies of legislative related materials from our website annually – which averages to over 5,500 downloads per day (365 days in a year) We manage the Queen’s Printer Website which includes e-commerce functionality, QP Source Professional for professional users who require advanced access with search capabilities to current and historical legislative materials, Specified Penalty Listing database and the QPAC Website on behalf of the QPAC Association. Clients can pay for invoices with their credit card in a secure environment with the Manage My Account feature QP Source Professional offers professional users advanced access to the laws, point in time version of the laws and to legislative materials such as the Alberta Gazette, Orders in Council, Annual Volumes, and Legislative publications 3

5 2015/16 At A Glance Closer realignment with the Open Government Program Technology upgrades Website improvements Implementing opportunities from the RBB review Staffing realignment New IT support vendor in place Last fiscal year we accomplished many things including strategic advancements, technology upgrades and improvements, Contract work new IT vendor in place and continued relationships with print vendors. Alberta Queen’s Printer – just like each of your Jurisdictions has a highly respectable reputation of providing authoritative and official excellent access to our legislative materials. We are working closer with the Open Government Program and working towards providing synergistic and strategic visions to add the laws into the Open Government realm. Open Government Managers meet on a regular basis and had a retreat in February to work on preparing an Open Government Program Plan (Business Plan) to project and align our work for the upcoming year. Technology upgrades included an SQL database Upgrade and an IVERnet Upgrade for telephone credit card transactions We experienced some staffing turnarounds this past year. We hired a new Customer Service Team Lead in September 2015, lost a Customer Service Representative in January 2016, lost a Business Project Coordinator in February 2016. 5

6 Electronic Access To The Laws – 2015/16 Statistics
Queen’s Printer website 35% of our transactions are completed online Over 2 million legislative retrievals Alberta Gazette was referenced 121,196 times Orders in Council were referenced 154,619 times QP Source Professional 869 licensed permits Accessed 43,000 times 125,355 searches and downloads were performed Overall we see steady trends in free website retrievals for materials on our website Alberta Gazette retrieval statistics are almost identical from last fiscal year with 100 less retrievals noted We saw an increase of (over 24,600) or 19% more views of the Orders in Council as compared to last fiscal year QP Source Professional gained 9% more users as we began offering legislative subscription themed access at a lower cost to users

7 Operational Statistics 2015/16
Service Delivery Staff answered 12,721 calls Responded to inquiries Gross revenue $1.737 221,692 legislative materials distributed Published Legislative Changes 221 new or amended Statutes 12 Statues were repealed 286 new or amended Regulations 27 Regulations were repealed A total of 388 legislative changes were published Last Fiscal Year we saw some declines in revenue and some customer interactions via phone and also declined slightly as compared to the previous fiscal year. The reduction may be contributed to a slowing economy, not as many legislative changes and a new Government being sworn in. We saw a reduction of 16% in revenue as compared to $2.070 last year We distributed 12% less resources which supports the reduced revenue statistic. Last fiscal year we distributed 252,377 physical items There were 29% fewer new, amending or repealed laws as compared to last fiscal year We published 279 Orders in Council last year as compared to 529 the previous year. That translates to an 87% reduction in published OC’s as compared to the same period previously.

8 Customer Demographics 2015/16
Our customer demographics are: 73% of our customers are from the Private Enterprise and General Public 9% equally are Municipalities, Federal and Provincial Governments and with the Government of Alberta 8% with Schools or Educational Institutions 1% with Agencies Boards and Commissions Less than 1% or sales are to Others which includes Libraries, Hospitals and Health Authorities

9 How Citizens Gain Access To Legislative Materials 2015/16
We see slight growth of 1% (was 84% last year) of free downloads We see a slight decrease of 1% of print materials that were distributed And consistent statistic for paid for digital retrievals

10 Customer Interactions 2015/16
More subscriptions were sent out this year as compared to the previous year (timing of availability and distribution of these materials). That explains a change in the % of volume of the on-line orders and subscription invoices that were generated.

11 Digital Publishing 2.0 Initiative - Adding Laws into the Open Government Portal
Making laws accessible via Open Government Portal in addition to the Queen’s Printer website Phase II - anticipated to be completed by April 2017: Enable the Open Government Portal to search for laws, publications and data sets in a centralized location We are currently working with our IT provider to add additional fields into our CASS database to accommodate for additional cataloguing features that will enhance and enable citizens to include searching for laws within the Open Government Portal. When they perform a search they can see data, laws and publications that may meet their searching criteria. As we move closer to accomplishing this task we are adding 3 fields to accommodate Keywords, Topics and Descriptions. This will help with the searching capabilities by adding this extra meta data or to the laws. 11

12 Modernize Publishing Processes And Outputs For Legislative Materials
Added product visuals for e-commerce items available on the Queen’s Printer website Implemented multi-dimensional search functionality for Orders in Council Easily published the Specified Penalty Listing from the SPL website database Legislative theme subscriptions on QP Source Professional Here are the modernized solutions that we have achieved this year: We added a visual for our legislative publications and official materials so that clients can see the item they are purchasing in our e-commerce catalogue We worked on a project that really improved the users experience by being able to locate the Order in Council that they require by being able to search for them by: OC number By Ministry name (including legacy Ministry names) By Legislative Authority (find an OC related to a specific law) Description (a brief description of what the OC is about – for example appointments, proclamations etc. 12

13 Upcoming Website Enhancements and New Modernization Opportunities
Adding high level legislative descriptions to all laws Working towards the centralized publishing of Ministerial Orders on the Queen's Printer website and QP Source Professional Assist with modernization of the electronic ticketing of violation tickets with recently amended legislation Here is a glimpse of some of the projects that we are working on this fiscal year: A cross ministry project is currently underway to gather high level legislative descriptions for all of Alberta’s laws. We see this as a big win and will be a great improvement to help citizens have a better understanding of the laws that are published and help them to locate the laws that they may require easier and faster. We will work with our Ministry counterparts on becoming the centralized publisher of all Ministerial Orders. Bill 9 - An Act to Modernize Enforcement of Provincial Offences has received Royal Assent on May 27, This Amendment once proclaimed in force will enable enforcement officers to issue electronic violation tickets to the courts. This supports the continuous efforts the Alberta Government is working towards on modernizing business interactions and processes. 13
