1 WLTP-27-02e Informal document GRPE-79-xxe (79th GRPE, May 2019, agenda item 3(b)) Request to extend mandate WLTP Informal Working Group and for guidance on future work plan prepared by WLTP IWG Document has been prepared following initial discussions in WLTP IWG in its 26th session (Zagreb). The document will be revisited in the 27th session (Geneva, 20th of May). A revision might be issued prior to GRPE.

1. Request to extend Phase 2b mandate 2. Guidance on future work plan WLTP IWG

5 Mandate WLTP – Phase 2 The WLTP IWG mandate is described in ECE/TRANS/WP.29/2016/73, adopted by WP.29/AC.3 at the 169th session. ECE/TRANS/WP.29/2016/73 contains both scope of the work under WLTP Phase 2 and the related timeline. It also provides GRPE the possibility to prolongate or extend the mandate.

6 Timeline WLTP – Phase 2 From ECE/TRANS/WP.29/2016/73 III. Timeline
8. The work of the IWG on WLTP Phase 2 should be completed by Phase 2 will be divided into Phases 2a (until June 2017) and 2b (until the end of 2019). The transposition of UN GTR No. 15 on WLTP into new Regulations annexed to the 1958 Agreement should ideally be finalized by the end of 2017 but the work may continue until the end of 2019 without a formal modification of this mandate, if needed due to circumstances. 9. A prolongation and extension of the mandate of the IWG on WLTP should be considered by GRPE in due time. Adopted by WP.29/AC.3 at the 169th session

7 Scope of work WLTP – Phase 2
Original items described in ECE/TRANS/WP.29/AC.3/26 and Add. 1 shall be kept. Items not explicitly mentioned in Phase 2 Mandate: CoP, ISC, High altitude, final GTR, reference fuel, emission limits. [Correlation testing, Impact assessment] Remaining issues from WLTP Phase 1b Durability for ICE and EV Evaporative emissions Low ambient temperature emissions Test procedure for (…) CO2 emissions and fuel consumption from MAC On-board diagnostics requirements Develop criteria for ex-post assessing road load parameters (see WLTP rev1e) Other items. Work for Transposition of GTR15 on WLTP into UNR annexed to the 1958 Agreement

8 Deliverables under Phase 2a + 2b
Item (Expected) deliverable Timeline (working doc in GRPE) Final GTR WLTP COP Reference fuel Emission limits GTR15/Type1 GTR15 Amendment#1-5 UNR WLTP level 1/2–concept Jan 2016 onwards Jan 2020 Remains from phase 1b Durability–ICE Durability–EV (batt, power) EVAP Low T OBD Other items: CFD, … GTR15 Amendment#6 UNR WLTP Type5 EVE IWG, new GTR, UNR WLTP GTR19 Amendment#2 New GTR June 2020 June 2020(tbc) Jan 2019 Transpose GTR15 to UNR UNR WLTP Type1+Type4+Type5

9 Request to GRPE-79 (1) By June 2020 most of the Phase 2a + 2b items currently under development will be finished (WD to GRPE). Request-1: extend WLTP Phase 2b mandate by an additional 6 month till mid 2020 And inform WP.29 accordingly (see point 9 of ECE/TRANS/WP.29/2016/73)

10 1. Request to extend Phase 2b mandate 2
1. Request to extend Phase 2b mandate 2. Guidance on future work plan WLTP IWG

11 Missing items from Phase 2 Mandate
Original items described in ECE/TRANS/WP.29/AC.3/26 and Add. 1: High altitude: priority given to Low T; pending till CP offers to take the lead ISC: limited resources, lengthy discussions on feasibility under 1958 Agreement and new RDE developments. Correlation testing and Impact assessment: no longer considered to be relevant Phase 2 from ECE/TRANS/WP.29/2016/73 MAC: no CP requested start of activity Develop criteria ex-post assessing RL: no follow-up after Korean presentation ECE/TRANS/WP.29/AC.3/26/Add. 1: "9. At its June 2009 session, AC.3 decided to focus the work on the development of the test cycle and the test procedures, and to keep the development test procedures for Off-Cycle Emission (OCE) and Mobile Air Conditioning (MAC) separate from Phase 1. Considering the European Union (EU) decision to apply OCE and MAC procedures by 2014, it was also agreed that GRPE work on developing test procedures for OCE and MAC in an open way and in parallel with Phase 1, so that after completion of the technical work those procedures might be incorporated into the gtr, or in a 1958 Agreement Regulation, or in a EU legal text."

12 Possible additional new items
To do: Maintenance of GTR15, GTR19 Low T: development of Amendment#1 If requested, develop: Reference calculation sheet for GTR15 (analogy Gear Shift ACCESS tool) Family definitions Remaining issues from Phase 2b New GTR(s) on Crankcase and Idle emissions to expand UNR with Type3 test Monitoring inducement SCR Other new items Related work: Transposition to UNR of Low T, OBD and …

13 Options for prolongation/extension
Phase 2c Focus on maintenance; open for new items if requested Reduced intensity No new authorization required [2 year extension] Phase 3 Fresh start: clear marking Phase 2 has delivered and has been closed Focus on new items (e.g. new GTRs), on top of maintenance High intensity continued New authorization, including scope and timeline (proposal to GRPE January 2020) > 2 year Mixed: short Phase 2c + new Phase 3 A short Phase 2c to allow for taking stock of outcome of RDE GTR process and European post-Euro6 developments and work for Transposition of Low T and OBD New Phase 3 authorization in January 2021 (proposal to GRPE)

14 Requests to GRPE-79 (2) Decision on Phase 2c, Phase 3 or Mixed approach If decision for Phase 3 only approach, WLTP IWG proposes to deliver a proposal for new authorization to January 2020 session of GRPE. If decision for Mixed (Phase 2c + 3) approach, proposal for new authorization to January 2021 session of GRPE. Guidance on items to be included in work plan Both Phase 2c and Phase 3 will contain maintenance GTRs Preferred specific items? Involvement of WLTP IWG in Transposition to UNRs?
