2 History of Turkish Employment Agency
The Institution of Providing Jobs and Employees was established in 1946. Unemployment Insurance Law was issued in 1999. In 2003 the title of the Institution was changed as İŞKUR and new services were rendered Job and Vocational Counselling Services were expanded in 2012 and job and vocational counsellors were recruited. ISKUR was elected as the President of World Association of Public Employment Agencies (WAPES) for three years in May 2015. Employment of more than one million people was mediated by ISKUR in 2017. - In 60’s and 70’s «The Institution of Providing Jobs and Employees» took an important role to send Turkish workforce to the Western European countries. - In 1999 Unemployment Insurance Law was issued and the tasks related to Unemployment Insurance were given to the «The Institution of Providing Jobs and Employees» - In 2003 the title of the Institution was changed as İŞKUR and new services were introduced such as; a) ALMP has begun b) General Assembly and General Board are formed c) Private Employment Offices were established

Within this total number, 3911 Job and Vocational Counsellors (JVC) work. Administrative Structure of İŞKUR GENERAL ASSEMBLY (NGO’s, Ministeries, trade unions, universities, public institutions…) gathers once in two years, evaluates the outcomes of the services and put forward recommendations. MANAGING BOARD (DG, Labour Ministry, Treasury, Trade Unions, Employers Organisation, The Confederation of Turkish Tradesmen and Craftsmen) We have service centers in the major districts.

In 2017; +15 population is 59.8 million (80 million in total) 3.5 million unemployed (women, 1.4 million) Unemployment rate is 10,9 % Youth (age between 15-24) unemployment is 20.8 % 28,2 million employed Employment rate is 47,1 % (women 28,9 %) 31,6 million in labour market Labour force participation rate 52,8 % (women 33,6 %) ISKUR Statistics people were mediated by ISKUR in 2017 vacancies registered workforce (January-August 2018) registered unemployed (January-August 2018)

5 Labour Market and Statistics Labour Market Research
ISKUR periodically conducts labour market research (LMR) since 2007. It has been carried out twice a year over Turkey since Labour market research has continued in cooperation with TURKSTAT since the second half of 2011. National employment policies and local employment policies in provinces are determined by LMR. 6 Job and Vocational Counselling
Job and Vocational Counsellors (JVC’s) are those who systematically help job seekers with their choice of vocation and with finding a job; emloyees with resolving their vocational adaptation problems, developing their vocational skills, change their vocations/jobs; and employers with being informed as per the legislation and meeting their demand. Job Seeker Portfolio Individual Counselling Interviews Group Interviews Seminars on Job Search Skills Directing to the Appropriate Job/Courses-Programmes Employer Portfolio Workplace Visits Introducing the Agency’s Services Receiving the Labour Demand Meeting the Employee Requirements Informing on Such Subjects as Incentives, Counselling for Job Seekers Counselling for Employers Portfolio: is distributed to JVCs in standardized methodology Other Services of Job and Vocational Counselling; - Trainings on Job Search Skills (how the unemployed should look for jobs in a more efficient way) - İŞKUR University Contact Points - Project on Job Clubs (implemented in 12 pilot provinces, the main objective is to improve the employability of the disadvantaged job seekers with the special and intense counselling activities) - Vocational Orientation Test to clarify the tendency of the skills of a person School Portfolio School Visits Individual and Group Interviews The Magazine for Support to Career Choice Vocational Publicity Days Seminars on Job Search Skills Vocational Counselling

8 Employment Services Job Placement Services
Mediation Services (Private Employment Offices) Public Work Programmes (PWP) PWP participants in 2017: Social Aid – Employment Connection Employment Fairs and Career Days Service Points Private Employment Agencies: The PEAs have to get a permission from ISKUR to operate. There are over 400 hundred PEAs in Turkey, They mostly focus on the job seekers those with higher education. Service Points: These are small branches of İSKUR located in municipalities, trade chambers, social welfare centres, charitable institutions etc. Those are the places where people can access ISKUR services easier. There are approximately service points in the country. Placement in Abroad: İŞKUR carries out transactions related to the workers who want to work abroad. Public Works: can be organized up to 9 months in public institutions with the purpose of temporary employment in periods of economic recession. The people who have low employability can benefit from this programme.

9 Passive Labour Market Policies
Unemployment Payment Within the scope of unemployment insurance, a temporary income support is aimed for people who became involuntarily unemployed. The composition of unemployment insurance premium is, as a percentage of the employees’ wages; of 2% employer, 1% employee, and 1% State shares. First premium deduction was made June 2000 and first payment of unemployment insurance was made in March 2002. In the last three years, people who made days of premium payments are provided with months of unemployment payments. In the unemployment period, health assurance is also maintained with the payment of general health insurance premiums. In 2018, a minimum 110 € and a maximum 220 € of unemployment payment are being paid on monthly basis. The total amount of Unemployment Insurance Fund is 119 billion TL by February Private Employment Agencies: The PEAs have to get a permission from ISKUR to operate. 10 Active Labor Market Programmes & Vocational Training Facilities

11 Vocational Training Courses
It is aimed with vocational training courses that employment shall be protected, increased, improved and unemployment shall be decreased. It would last at most 160 days. Training programmes may be composed of two parts as theoretical and practical. Depending on the characteristic of the vocation theoretical and practical parts can be delivered together. Courses consist of at least 10; at most 25 trainees. When the course is organised in a workplace, that course can be launched with 5 persons. The courses can be implemented for at least 30; at most 40 hours provided, that they are at least 5; at most 8 hours a day and do not exceed 6 days within a week. Trainees, according to the type of the course, are given compulsory expense payment (3,5 € to 6 € per day). Their general health insurance premiums and work accident and occupational illness insurance premiums are covered. Trainings are planded according to the outcomes of the Labour Market Researchs There is a tender process in some of the trainings in which the provider of the training must at least half of the trainees get employed The trainees are educated both in classrooms and in workplace The trainees are paid approximately 5€ to 9€ per day The job seeker has to get his/her JVC’s approval

12 Vocational Training Courses

13 On-the-job Training Programme (OJT)
The objective of the programme is to increase the employability of those who do not have any experience on vocations and work life. Programme has to be organised at least 5, at most 8 hours a day; must not exceed 6 days and 45 hours in a week. Duration of the programme is; 6 months in manufacture and informatic sectors 3 months in service sector 9 months in future occupations (data mining, software producer etc.) Trainees are given compulsory expense payment (5,5 € to 8,5 € per day). Their general health insurance premiums and work accident and occupational illness insurance premiums are covered. The program can be organised up to 3 months, in IT and manufacture sectors it can be organised up to 6 months. In On-the-job Training Programme’s daily payments are equal to the minumum wage (12,6 € is paid on daily basis)

14 On-the-job Training Programme (OJT)
Employers who have minimum 2 employees can benefit from the programme. Employers would request participants up to 30% of the number of employees. Employers must make a commitment of 50% employment and they must hire participants at the end of the programme. New Project: «First Step to Work» implemented for university graduates 18-29 aged job seekers 6 months OJT, 18 months employment process Incentives for employer up to % 25-%50 of minimum wage The program can be organised up to 3 months, in IT and manufacture sectors it can be organised up to 6 months. In On-the-job Training Programme’s daily payments are equal to the minumum wage (12,6 € is paid on daily basis)

16 Entrepreneurship Training Programme
Entreprenurship Training Programme is organised in order to help people to establish and develop their own businesses. ETP is applied as a minimum of 32 hours. Training can be organised in cooperation with universities authoritised to provide the training, private educational institutions, trade associations and labour unions, public institutions and organisations, foundations and associations provided that they are in line with their founding purpose. in ,016 people and during the last ten years 324,997 people in total have participated in the programme. The person who completes the programme can apply for the KOSGEB (Small and Medium Enterprises Development Organisation) credit

18 Vocational Trainings and Support for Disabled People and Ex-Victims
Disabled people’s setting up their own businesses A support of 50,000 TL in total is granted to the projects prepared by disabled people who want to set up their own businesses and who have received a certificate from the entrepreneurship training programme or have vocational training certificate in the field of the business they will set up.(15xminimum wage for ex-victims) Establishment procedures support A maximum of 3,000 TL for such expenses as official procedures, confirmations, permissions conducted and licenses issued for the establishment of the business. Operating cost support A maximum of 11,000 TL in total per year to the enterprise established in a way that it will not exceed 60% of the operating costs (water, electricity, communication, heating) at maximum against invoice for 12 months. Establishment support A maximum of 36,000 TL against invoice for 12 months since the establishment of the enterprise for such costs as machinery, equipment, software, hardware, consumable materials, office equipment in relation to the basic activity area of the enterprise.

20 Public Work Programme Its target group is the long-term unemployed in the labour market It is organized for adaptation to the labour market. Max. 9 months employment on the public services is provided. (Participants can benefit max. 24 months in a life time.) participants / programs / 2017
