Abstract

In contribution IEEE /68, the following text is proposed to be added to the Scope section of the draft PAR for TVWS Coexistence
“The standard consists of three main components: methods for discovering other networks within range which would benefit from the coexistence mechanisms, a common control channel between different networks and a logical mechanism for enhancing coexistence between networks.”

Three components described in this paragraph
The way these mechanisms are described
While these three mechanisms have been discussed and described in contributions like IEEE /26r4, IEEE /44, and IEEE /56, it may be too early to limit the contributions to these three directions only
If somebody come-up with new mechanism during PAR duration, it will be rejected due to such paragraph in the Scope
On the other hand, if the wording is changed from “consist” to something like “may include,” then it is not very suitable for Scope section

Proposal
When the draft standard become mature, it will be possible to put description of mechanisms / components, for example, into Section 1 Overview after Sections 1.1 Scope and 1.2 Purpose
For the PAR, it is better to keep the description of these methods in Explanatory Notes
Not to limit the scope so strictly at so early stage
