3 Composition of the groups
University (20 Students) Education (10) PM CM FM ProvM Women Dev. (10) Each students will be given an individual role within a specific topic by lot (e.g. “CM Balochistan & GB in Women Development” or “FM in Education”) The students are, depending on their individual role, divided into regional teams. The teams are supposed to work together and research the policies of the province they are representing. In each topic, two team members represent a provincial or the federal government. For practical reasons, the Model CCI composition differs from the original CCI composition (i.e. PM + 4 CM + 3 ProvM + invited relevant persons) Team Federal Team Balochistan Team Sindh Team Punjab Team KP

4 Structure of debate for one topic.
Part Purpose Timing 1. Policy Statements Clarify the situation in your province/ the federation regarding the topic and outline problems or effective programs of the past Introduce your idea how to tackle the issue efficiently 15 minutes (3 minutes each team) 2. Open Debate Raise questions to other teams Make suggestions for common strategies Protect your own interests 30 minutes (1 minute each speech) 3. Consensus Building Find commonalities Negotiate about demands 20 minutes 4. Joint Communique Formulate a common statement that is signed by the partners

5 1. Policy Statements The teams introduce their province’s experience regarding the topic The teams give their opinion about how to address the issue and explain the underlying reasons and information. Each team has 3 minutes for their policy statements. The teams speak in an order, fixed by the Jury The policy statements have to be handed in as a written paper, 48 hours before the debate starts. The policy statements should be presented in a suitable way and not simply read out

7 2. Open Debate Members can raise questions regarding the Policy Statements of the groups and discuss how to tackle the issue. The members raise their hands when they want to speak. The Jury will add them to a speakers list. The members will speak in the order of the list. Each speech can not be longer than one minute. After each speech, a member can let the Jury add her/him to the list again. If a member did not speak after 20 minutes, the Jury may tell this member to prepare a speech and hold it after the next two speakers The Council has 30 minutes to discuss the issue

Consensus Building The members are supposed to give input about the content of the final document The members are supposed to find a common agreement The members are supposed to negotiate about their own demands. The members are supposed to negotiate under which conditions they will agree to other demands. Each speech/comment can not be longer than one minute For reasons of being dynamic and flexible, there will be no speakers list, but the Jury will select the students directly when they want to comment, answer or demand something.

Joint Communique After negotiating about the content, the students will formulate a common statement The Joint Communique is not part of the Jury’s decision The Joint Communique will be drafted in a separate room The Joint Communique will be presented by the groups To create a common structure of the communiques, the students will be provided with a template document.

Time 00:00 – 01:05 Debate about topic one (15min. PS + 30min. OD + 20min. CB) -> JC to be created in a separate room 01:10 – 02:15 Debate about topic two ( + creation of JC group 1) 02:20 – 03:25 Debate about topic three ( + creation of JC group 2) 03:30 – 04:35 Debate about topic four ( + creation of JC group 3) 04:40 – 05:10 Evaluation by the Jury ( + creation of JC group 4) Break for other students 05:10 – 05:30 Presentation of Joint Communiques 05:30 – 05:45 Announcement of Winners of the Jury’s Decisions
