The set of questionnaires are based on the thematic areas presented in the Practical Guide for Conducting Housing Profiles. The barometer is integrated by a set of 6 questionnaires with standardised indicators giving to each profile a final score that is represented on a radar chart. Thus, the maximum score that each component can have is 75 points, representing 100% of the effectiveness of the housing profile. URBAN LAND INFRASTRUCTURE Example: Final score 63 75 points = 100% 63 points = ? (63*100)/75  84% BUILDING MATERIALS

URBAN LAND INFRASTRUCTURE BUILDING MATERIALS HOUSING FINANCE LABOUR A Housing Barometer fully accomplished with a total of 75 points (100%). A well-functioning housing sector should reach 100% or very close to it. The supply of land, infrastructure, building materials, finance and labor are in place and well-regulated by an enabling institutional and regulatory frameworks that facilitates the scaled-up of the provision of housing opportunities for all.

INSTITUTIONAL AND LEGAL FRAMEWORK URBAN LAND INFRASTRUCTURE BUILDING MATERIALS HOUSING FINANCE LABOUR The Housing Profile of Mexico (2013) reviews some strength and shortcomings of the housing sector. The availability of housing finance and building materials are strong elements but land and infrastructure as well as labour present shortcomings. There is room to improve the institutional and regulatory frameworks. This indicates areas for policy intervention. Representing the improvement areas for policy makers in the labour, urban land and infrastructure
