I want to start by recognizing that this is a unique opportunity to have educators and law enforcement working together.

2. Missoula County Public Schools
The Public and Facilities Safety and Security Advisory Committees helped to identify “core elements” of the District’s safety and security plan.
The committee established guiding principles and recommendations for the Board of Trustees in support of a positive, sustained, and evolving district-wide approach to safety in MCPS.
The intended outcome is a safe and secure 21st Century teaching and learning environment.

2. Maintain a cadre of trainers/instructors to facilitate active resistance training. (Work with District partners to establish a framework as well as maintain affordability/sustainability).

1. Conduct regularly scheduled building assessment that includes:
a. District Personnel
b. Law Enforcement

d. EMT’s and other emergency responders
2. We are NOT reinventing the wheel: Assure consistent representation to ensure historical procedures and lessons learned are maintained.

D. Strengthen Collaboration with Public Safety and Dispatchers 1. Establish and fund a designated District Physical Security and Safety Officer 2. Upgrade District telephone / communication systems 3. Share and evaluate MCPS District Crisis Plan and building level crisis plans with appropriate agencies/responders 4. Coordinate through the County Emergency Management Office to assure District inclusion in the Emergency Management multiyear training and exercise plan
This position would be responsible and provide oversight for all safety related training, crisis planning, assessments of school safety environments, ICS and safety check list compliance, coordination/collaboration with emergency responders, local systems and response plans, clarify incident command roles including the role of MCPS personnel
Goal here is responders know the location of the emergency call, not just the number…and explore the usefulness of the CC TV link to responders
4. To my knowledge we are the first community to plan working a large scale operation that involves collaboration with the County Emergency Management office for inclusion in the multiyear training and exercise plan….THIS IS SIGNIFICANT….WE ARE BREAKING NEW GROUND

Bottom Line 1. Our environment and reality (What we are doing is significant) 2. Constant review and assessment (Public and Facility Safety & Security Task Force) 3. Establishment of a Safety & Security Officer position 4. Collaboration, rehearsal, operational plans require multi-tier involvement 5. We cannot afford inaction. The safety of students and staff must be priority one.
The issue of physical and facility security is a reality of the world in which we exist. As a community we cannot afford to fall into the “it will never happen here” mindset. To my knowledge we are one of the only communities that has actively addressed this situation.
As parents, teachers, community members, professionals, we need to understand that situations are ever-changing and fluid. As a result, we need to create a Task Force that provides oversight
Plans, training, evaluations, almost every aspect cannot be executed in a vacuum. Each and every phase will require emergency responders, police, fire, emt, and county emergency management system…and will also include cooperation and coordination with local media.
This may involve funding, a bond issue, but we cannot afford to take proactive action when our most valuable resource (our children) are at potential risk
