Background
A multi-access capable terminal located within the coverage area of e.g. several APs and WWAN base stations, must decide which network to associate with
For a terminal associated to the WLAN, but makes frequent handovers between the APs, it might be a good idea to change to the WWAN (but other parameters must of course also be considered in this process)
The process of selecting may be located within the network, within the terminal or in both, as a cooperation between the network and the terminal.
The number of reassociations done are connected to the number of handovers done.

Proposal
Add a counter (ReassociationCount) that keeps track on the number of reassociations done within a certain time period (ReassociationCountPeriod)
The ReassociationCount parameters should be available both in the terminal and on the network side
