3 Approach - reminder COM intends to ensure early availability of results of assessments of MS implementation of PoMs Assessment carried out in 3 steps: Preliminary Assessment Report by December 2013 Follow up Assessment Report during 2014 European Overview Assessment during 2014 Based on MS' electronic reports and existing assessments

4 State of Play Most Member States have reported to WISE on progress with PoM implementation (- DK, EL, SI) Preliminary assessment report being finalised with MS summaries available for MS own analysis Most Member States have reported electronically to WISE on the progress made with implementation of their programmes of measures. The exceptions are Denmark, Greece and Slovenia.

5 Structure of reported information
Basic Measures Article 11(3) a Basic Measures Article 11(3) b to l Supplementary Measures Key Types of Measures Overall progress Financing of the programme of measures

6 Implementation of Article 11.3.a in 2009

7 Implementation of Article 11.3.a in 2012
Reported progress between 2009 and 2012 with implementation of Article 11.3.a? Often a description of the legislation and regulations transposing requirements of Directives Rarely link made to the contributions to achieving WFD objectives

8 State of implementation of basic measures (Art 11.3.b to l) in 2012

9 Supplementary measures
2010: List of supplementary measures per RBD Type of supplementary measure (e.g. legislative instruments, codes of good practice) Linked to pressures they are tackling 2012: MS code used in 2010 (link to pressures!) Not started, on going, complete Reasons for substantial delays Funding Questions: Progress in implementation of Supplementary Measures ? Are Supplementary Measures in place to tackle significant pressures when Basic Measures are not enough? Which pressures are not tackled? Which measures reported in 2009 have not been reported in 2012?

10 Number of RBDs in 2009 where basic measures are not enough to tackle surface water pressures

11 Percentage of RBDs where basic measures are not enough to tackle significant pressures

12 Number of “unique” supplementary measures reported in 2012

13 State of implementation of supplementary measures for surface waters in 2012
- Number of measures in brackets

14 State of implementation of supplementary measures in 2012 by pressures on surface waters

15 Key Types of Measures Key types of measures are the ones that are expected to provide the bulk of the improvement towards the WFD achievement in each basin Link to supplementary measure codes and basic measures New Key Types of Measure can be reported Questions: What is the status of implementation of the Key Types of Measures identified in the Member State, and what progress is expected Have New Key Types of Measures been identified? If so, what pressures do they tackle, what is their status of implementation and what progress is expected

16 Top: Number of Member States reporting each KTM Bottom: Number of KTMs reported by each Member State

17 Overall Progress Brief summary of the overall progress in implementing the POMs including the main obstacles and achievements Questions: What is the reported overall progress on implementing the Programme of Measures? Are there differences between the RBDs in the Member State? What have been the achievements? What are the main obstacles to successful implementation? (Progress expected , likelihood of achieving objectives set in 2009)?

18 Reporting of Overall Progress

19 Achievements in delivering PoMs - number of MS

20 Obstacles to implementation - number of MS

21 Next steps Finalisation of Preliminary Assessment Report
In-depth Assessment Report 2014 Compliance checking for remaining MS? In-depth assessment linking pressures and measures Data beyond the 2012 PoM implementation reports Commission’s Interim Report Combining Preliminary Assessment & in-depth assessment Will include a vision on how to improve implementation of the WFD and making PoMs operational Will be further input to development 2nd RBMPs and PoMs

22 Thank you for your attention
