2 What stage have we reached in developing a CEA methodology ? (1)
UBA-Handbook: Basic principles for selecting the most cost-effective combinations of measures Published in: UBA-Texte 02/04 (German Version) UBA-Texte 24/04 (English Version) ( Part of the German River Basin reports to the Commission on economic analysis Not an official guidance for general use, but a suggested approach from national level to the Länder Authorities – remains to be specified, extended, developed and refined

3 What stage have we reached in developing a CEA methodology ? (2)
During the development of the handbook the methodology was discussed with the stakeholders for the first time. Methodology currently being tested in several River Basins on different levels and with the focus on different items Testing is not yet finished – some preliminary results Decision on the question who will implement the CEA depends on the responsibility for measures (national/Länder/regional level) Basic measures according to Art. 11 para. 3 WFD already in force, but supplementary measures must still be developed

Positioning in the WFD implementation process Summary & overview of relevant guidance documents (EU and Germany) Typical pollution situations in German River Basins Overview classification of measures and instruments Selecting measures & instruments Annexes with detailed description of 17 measures and 11 instruments

7 Approach to Selecting Combinations
Seven-step approach, leading from initial characterisation to draft programme of measures Selection of potential measures Selection of effective measures Combinations of measures and instruments Interactions between measures and instruments Calculation of costs Determination of most cost-effective combinations Coordination with other sub-Basins / with other planning instruments

8 Completion and refining of work
CEA methodology will be finished for use in the first RBMP After the results from the first RBMP it will probably be refined again in details (e.g. adding further test steps), but not substantially
