1 SSUSD Richmond Elementary Status to Board of Education May 2, 2019

2 Construction Management Financial Capabilities
Agenda Problem / COA’s Goals / Assumptions Facility Condition Construction Management Financial Capabilities Siting Options / Considerations

3 Goals / Assumptions Problem / COA’s Goals: Assumptions:
Provide modern facilities that enhance the learning environment Create synergy between SSUSD operations and services Maximize money available for new construction Remain cognizant of NAWSCL’s future plans Site new school on Federal Property but outside the perimeter fence Assumptions: New construction is more cost effective than renovation/modernization Increased capacity will be based on Navy mission data Need to satisfy Federal and State site selection criteria Leverage Year SSUSD Facilities Master Plan (complete July 2019)

4 Facility Condition Problem / COA’s
Three Condition Assessments of Richmond Elementary Assessment 1: 17 December 2010 Current Condition Index: 65% Q-3 Rating Future Condition Index: 56% Q-4 Rating Assessment 2: 23 February 2018 Current Condition Index: 56% Q-4 Rating Future Condition Index: 42% Q-4 Rating Cooperative Strategies Assessment: 15 Jan 2019 Facility Condition Index: 69.8% Based on the current physical condition of Richmond Elementary, it is recommended that SSUSD consider new construction vs modernization FCI is defined as the ratio of current year required renewal cost to current building replacement value. Building condition is often defined in terms of the FCI as follows:(Good) 0 to 5 percent FCI,(Fair) 5 to 10 percent FCI (Poor) 10 to 30 percent FCI, (Critical) greater than 30 percent FCI.

5 Construction Management
Problem / COA’s Plan to utilize internal Director of Construction Plan to utilize Owners Representative for Cost, Schedule, and Configuration Management District has considered several construction management options Construction Management At-Risk Lease/Leaseback Design/Bid/Build

6 Construction Management
Problem / COA’s District is proposing Construction Management at-Risk Legal counsel recommendation Recommended by various experts in the field Potential of eliminating overruns due to change orders Pre-construction services available Single payment to contractor CM provides contractor's perspective during design CM assists in the value engineering CM performs quality control to reduce common design problems

7 Construction Management
Problem / COA’s Construction Management over Prime Recently completed modernization and new construction utilizing this method Perceived loss of district control and cost overruns Do not plan to use this method at this time Design/Bid/Build Requires extensive management by District District must accept Low Bidder High probability of cost overruns (no collaboration) Lease/Leaseback Not supported by OEA

8 Financial Capabilities
Problem / COA’s SSUSD Intends to Apply for Project Planning and Construction Grants Project Planning Grant SSUSD currently has $900K available for construction SSUSD expects to receive $988K Office of Public School Construction (OPSC) Funding for BHS Project (OEA Funded) in May 2019 SSUSD can meet 20% match for up to $8M DoD Planning Grant Construction Grant SSUSD expects to receive $12M OPSC Funding for MMS/BHS Projects in 2021 SSUSD could meet 20% match for up to $60M DoD Construction Grant

9 Six Potential Sites Identified
Siting Options Six Potential Sites Identified Current Richmond Site Old Murray Middle School (MMS) Site New Richmond Road Site W of New MMS Site N of New MMS Site Vieweg Site

10 Potential Siting Options for a New Richmond Elementary
1 2 6 5 4 3 Current Richmond Site Old MMS Site New Richmond Road Site W of New MMS N of New MMS Vieweg Site Vieweg Elem Murray MS Burroughs HS Pierce Elem

11 Site Considerations Current Richmond Site
Funding required for Richmond demolition Inside the Installation’s perimeter fence Have installation access issues during construction Addresses SSUSD zoning concerns/complications Would have to house students during construction Environmental remediation costs potential Old Murray Middle School Site Funding required for Richmond and MMS demolition Addresses SSUSD Zoning Concerns / Complications

12 Site Considerations New Richmond Road Site
Money allocated for Richmond Demo only Undisturbed land…may require full Environmental Impact Study* Outside the Installation’s perimeter fence Improves issues associated with installation access during construction SSUSD zoning concerns/complications 2 elementary schools in proximity West of New Murray Middle School Site Some environmental remediation costs Outside the installation’s perimeter fence Addresses SSUSD zoning concerns/complications Small footprint – would not be enough space *All other sites have

13 Site Considerations North of New Murray Middle School Site (South of Vieweg) Money allocated for Richmond Demo only High environmental remediation cost potential Relocate installation perimeter fence Outside the installation perimeter Addresses SSUSD zoning concerns/complications Vieweg Site Money allocated for Richmond and Vieweg demolition Outside the installation’s perimeter fence Would have to relocate central kitchen Would have to relocate SSUSD Adult School Would have to relocate Curriculum & Instruction Department Lose potential swing space for future facilities investments

14 Other Comments Problem / COA’s
SSUSD is well positioned for new school construction Recent completion of a new middle school Recent construction under DoD and State Regulatory Agencies Recent contracts with architecture firms, construction management firms, and various contractors FCI is defined as the ratio of current year required renewal cost to current building replacement value. Building condition is often defined in terms of the FCI as follows:(Good) 0 to 5 percent FCI,(Fair) 5 to 10 percent FCI (Poor) 10 to 30 percent FCI, (Critical) greater than 30 percent FCI.
