3 Background Provincial governments created municipalities
Federal and provincial governments are protected by the Constitution, municipal powers are not A provincial government can give or take away responsibilities to a municipality or take away their authority They collect the funds for department responsibilities and programs from property tax, business tax, sales tax and more

4 Types of Municipalities
Upper-Tier Municipal Government (Provides common services to a group of municipalities) Single-Tier Municipal Government (One level responsible for providing all services to its citizens) Lower-Tier Municipal Government (Local concerns like bylaws)

5 Amalgamation The process in which several smaller municipalities and their governments are merged into one large municipality with a single government
