1 Safe load Managing loading and unloading
INSTRUCTION TO TRAINER Introduce yourself If needed get others to introduce themselves. Consider an ice breaker such as giving two minutes to talk to the person next to them and to introduce each other Date: XXXXXXXXXXXXXX Venue: XXXXXXXXXXXXXX Time: XXXX - XXXX

2 Logistics INSTRUCTION TO TRAINER
Make sure you know the answers to the all the icons before you present i.e. Location of the nearest toilets Is the room temperature comfortable etc Phones off Fire alarm test? The nearest exit and muster point Duration under 2 hours – no breaks November 2017 Safe load: Managing loading and unloading

3 Aims and objectives By the end of the session: Attendees will know why we have a tRIIO standard and understand how to implement it INSTRUCTION TO TRAINER Read to audience November 2017 Safe load: Managing loading and unloading

4 Aims and objectives Reviewing incidents
We will do this by: Reviewing incidents Looking at each phase of delivery – planning – loading – transportation – unloading Setting out tRIIO requirements Referencing relevant material and where to find it INSTRUCTION TO TRAINER Read to audience November 2017 Safe load: Managing loading and unloading

5 Aims and objectives This session is: Not a practical training course regarding techniques for safe loading, unloading or securing loads INSTRUCTION TO TRAINER Read to audience Note – you can add in specific techniques in to this presentation if you wish such as running lines, loading bays or how to secure loads, however the main purpose is to talk about how we must manage loads. November 2017 Safe load: Managing loading and unloading

6 Why are we here? READ OUT:
Since tRIIO started to use Global Safety Stand Downs five have related to incidents that have happened at some stage of the delivery process. In the UK, whilst there have not been any fatalities there have been several incidents with the potential to be a lot more serious than their actual outcome. We are going to start by looking at some of these and some of the factors that caused them. [LINK: the next slide is the pictures of the GSSDs] November 2017 Safe load: Managing loading and unloading

7 Global Safety Stand Downs
INSTRUCTION TO TRAINER Mention these in your own words and therefore to prepare you will need to have a look at the original GSSD. You can find links on the tRIIO H&S intranet pages or on the Safe Load intranet page. There have been 5 fatalities across Skanska worldwide since 2009 relating to unloading vehicles. Top left - GSSD #4: February 10, Skanska Norway - Skanska employee was hit by the falling load from a delivery truck. Top right - GSSD #9: November 25, Skanska Finland - Materials from a delivery truck become unstable during transporting and fall when untied striking subcontractor employee. Bottom left - GSSD #1:2015 January 13, 2015 – Skanska Norway - At release some pipes from the load top side began to fall onto the driver of the truck.   Bottom right - GSSD #4:2015 June 19, Skanska USA Building - On Monday December 15, Two nylon straps binding the steel elements on a lorry snapped and two steel elements hit the driver. Middle - GSSD #4 19 December 2016 – Skanska USA Civils - excavator driver decided to move a vibrating hammer to facilitate unloading of a steel pipe. The deceased walked in to the excavator zone and the excavator driver stopped the excavator movement causing the bottom of the vibrating hammer to detach and strike the operative. Planning A written plan is mandatory for medium and high risk loads INSTRUCTION TO TRAINER CLICK TO NEXT SLIDE November 2017 Safe load: Managing loading and unloading

14 Medium and high risk loads
Pre-cast elements Steel elements or steel structures Timber Pipes Plant and machinery Facilities i.e. welfare units Fuel or chemical containers Heavy packages or pallets Pre-assembled pipe racks Other i.e. governors READ OUT These are the list of medium and high risk loads where planning is required as set out in the global safety standard. These are therefore replicated in the UK standard. INSTRUCTION TO TRAINER Ask attendees to identify loads on their project or contract that fit in to this list and other loads on their project or contract which can be considered medium or high risk. 17 Lifting Operations – A Reminder!
All lifting operations must be planned by a competent Appointed Person The lift plan must be briefed to everyone involved and where required a lift permit issued by the AP The competence of everyone involved must be checked – Crane Operator, Crane Supervisor, Slinger / Signaller November 2017 Safe load: Managing loading and unloading

18 Work at Height – A Reminder!
When developing the loading and unloading plan please make sure you consider How the vehicle will be accessed? What measures will be implemented to prevent falls from vehicles? Both must be documented for medium and high risk loads. November 2017 Safe load: Managing loading and unloading

19 Loading Planning Transporting Unloading READ OUT
Loading at the suppliers premises, securing the load, and transporting already has a significant amount of guidance and legislation. This not only applies to our suppliers but also it can apply to tRIIO vehicles where we load and transport. This workshop today is not a training session to explain these requirements. However where tRIIO is involved in loading and transporting the driver and vehicle requirements are set out by Fleet at Maple Cross Transporting Unloading November 2017 Safe load: Managing loading and unloading

20 Existing guidance Department for Transport DVSA HSE – Logistics
HSE – Loading and unloading FORS Standard Web link» Web link» Web link» Web link» Document link» READ OUT These organisations have both legal requirements and some useful guidance. INSTRUCTIONS FOR TRAINER Depending on time open these links – at least open the HSE – Loading and unloading [highlight they recognise planning as a key activity]. Also the FORS standard should be opened as a minimum November 2017 Safe load: Managing loading and unloading

21 Safe loading and unloading of vehicles
tRIIO Fleet have procedures relating to transportation READ OUT For those using tRIIO vehicles, Fleet have set out the requirements for securing and transporting loads based on the legislation and guidance just shown on the previous slide. INSTRUCTIONS FOR TRAINER Open the link and highlight the tRIIO guide to the safe loading and unloading of vehicles just to show but don’t need to go through. 25 tRIIO mandatory requirement
All those involved in loading and unloading on site must have the specified toolbox talk Vehicle Marshal training is not a substitute for having this toolbox talk READ OUT This toolbox talk is the second mandatory requirement – the first being the loading and unloading management plan. At present there is no recognised and agreed training standard including loading and unloading. This toolbox talk is to ensure those physically undertaking the loading and unloading activity have the knowledge and understanding to prevent incidents occuring. It is in addition to any training the individual may have for being a vehicle marshal. There is both a hard copy version and a PowerPoint version. INSTRUCTIONS TO TRAINER Open link to toolbox talk and give brief overview. November 2017 Safe load: Managing loading and unloading

26 Those designated to load and unload must have daily briefings
Amongst other details, it must include: Details of the loads today Issues from yesterday Equipment requirements and inspections READ OUT Daily briefings and pre task briefings are already a requirement in tRIIO procedures. The management plan and RAMS must clearly identify who is carrying this out. November 2017 Safe load: Managing loading and unloading
