Addressing Governments, Society, and the Engineering Profession on Capacity Building Initiatives Our Initiatives have been acknowledged through demonstrating support from Ministerial Presidents of Nations, Prime Ministers Chair of the African Union Our proposals have resulted to Resolutions taken in several Countries. Successful event in Rwanda, Kigali with over 180 International delegates, and over 900 delegates Addressed by the Honourable Prime Minister

6 Africa Catalyst Project
Build engineering capacity by improving engineering education at all levels to meet recognised international standards. Support the development of professional engineering institutions that can effectively support the profession and promote professionalism. Support the Federation of African Engineering Organizations (FAEO) in its leadership role across the continent. Strengthen the evidence base for the role robust engineering institutions play in driving development, such as mapping engineering capacity in sub-Saharan Africa.

 DST/SADC Numbers and Needs Project The overall objective of the entire study is to establish the actual numbers of engineering practitioners in the SADC region and the infrastructure needs of SADC member states in order to allow for better planning for the attainment of sustainable development in the region. Southern African Federation of Engineering Organizations (SAFEO) Conducting a study of sustainable engineering infrastructure and HR requirements in Zimbabwe & Malawi as well as developing an app to support this research, with the aim of using this scorecard app and roll out the research in other countries in sub-Saharan past the pilot project lifetime.

11 Africa Catalyst Projects – Phase 1
Botswana Institute of Engineers (BIE) The main objective of this project is implementing the recently approved CPD policy through training of professionals for mentoring, developing systems as well as holding seminars and workshops throughout the country. World Federation of Engineering Organizations (WFEO): Committee on Anti-Corruption Conducting a baseline infrastructure anti-corruption survey in Zambia and Zimbabwe. The aim is to create an anti-corruption index report with recommendations for FAEO and regional PEIs.

South African Academy of Engineering (SAAE) This project is led by SAAE, who are assisting the development of institutional arrangements in Swaziland by supporting and capacitating the existing Association of Architects, Engineers and Surveyors (SAAES). Institute of Engineers Mauritius (IEM) Awareness raising project, focusing on the importance of international standards and accreditation processes for engineering education and training leading engineering professionals to be involved in administration of accreditation. The ultimate goal is to establish a framework for a local accreditation body.

SESEL CONSTRUCTION SERVICES PROFESISONS COUNCIL Multi-profession Umbrella Council with regulatory authority & Powers Engineers Architects Construction & Project Managers Quantity Surveyors Landscape Architects Property Valuers Their thinking is, due to the small size of the country and its built environment( construction services) professions, to rather have an umbrella Council that regulates all the construction professions under 1 roof. That regulatory model is different from the SA BEP model i.t.o which each profession has its own Council, even small ones such as the property valuers, landscape architects and quantity surveyors. Their preferred model would by and large resemble the CBE one. However it will be markedly different to the CBE one in that the umbrella council will have power to register, accredit university programmes, institute disciplinary action against registered persons, etc. So the proposed Seychelles new Bill, which ECSA has revised and strengthened, is a hybrid one: combining CBE properties, and the EPA and other BEPC legislation properties. We also incorporated some of the proposed amendments arising from the 2017 EPA review.

14 Follow-up Projects by SAFEO
PHASE 1: 28 May June 2018 - Initial stakeholder engagement, info-gathering: Seychelles PHASE 2: 4 JUNE 2018 – 2 JULY 2018 - Drafting of the Seychelles Construction Services Bill PHASE 3: 16 JULY JULY 2018 - Presentation & Workshop to Seychelles Professionals and other stakeholders - Incorporation of stakeholder inputs and comments - Submission of final Draft to Seychelles Planning Authority PHASE 4 - Support in the Establishment of Council Phases 1 and 2 have been successfully completed within the timelines highlighted. A stakeholder report back and presentation of the proposed improvements to the Bill is planned for the week commencing 16 July 2018, in Seychelles. The extent(if any) of ECSA’s involvement in the actual, physical establishment of Seychelles Council is yet to be finalised. Establishment of a Council or any entity, is an intense, human capital- and financial capital-intensive exercise that requires dedication, focus and experience in the establishment of entities. It may require a dedicated, experienced implementing agent to drive it, in-situ. This will be discussed with Seychelles at the planned workshop. It may require their investment on the project.
