2. Waivers - Less money to serve more. Will restrict the type, scope & frequency of services – aka Utilization Review, Caps, $ limitations. 8 programs. MR Community Services – Huge cut for safety net for those not on Medicaid. Refinancing people into Texas Home Living. Children under 18 living at home will not qualify for Medicaid. MR In-Home Family Support – Eliminated

3. Rate Cuts - Individuals on consumer directed services will have less dollars for services. Providers will have hard time staying in business. Promoting Independence Services will keep moving people out of institutions, but quality of services will be reduced. ICF/MR Facilities– Significant rate cut; providers will receive less $ than previous bi-ennium.

4. Early Childhood Intervention Services to children with developmental delays that improve development. Eligibility is being significantly restructured, which will result in fewer children served during the biennium. Autism Program Evidence based treatment to 180 children 3-8 years old with autism diagnosis. Level funded Comprehensive Rehabilitation Post acute rehabilitation for individuals with traumatic brain or spinal cord injury. Level funded.

5. Children with Special Health Care Needs Services for children not eligible for CHIP or Medicaid who have significant health care needs. Funding cut 17%. 720 children will lose services. 1,422 are currently waiting list for services.

6. Housing Trust Fund - GR funded - cut 50% Amy Young Architectural Barrier Removal – ? Funding Grants to remove barriers for owners or renters. Keeps people safe, at home and out of institutions. Homeless Housing in 8 Urban Areas - Zero Funding Emergency rooms will be burdened by the loss of funding. Permission for program included in Governors Enterprise program but not appropriated.
