Since the beginning of GSM (but CDMA as well), there is an identified need for text (non-voice) message delivery service
Two services are defined for that purpose:
One for point to point messaging : SMS-PP
One for broadcast messaging : SMS-CB
SMS-PP is a known huge success. It also paved the way for lots of « SMS-CP » applications and VASs
Broadcast comes next because it is the only technical way to address the masses

First, Nokia’s Smart messaging improved basic text SMS messaging experience, adding pictures and sounds
Then, EMS was standardized (in « R4 ») to provide interoperability between manufacturers
EMS was greatly enhanced in « R5 », and EMS over CBS was also introduced
