3 Multi-Phase Comprehensive Road Plan
The MVRIA Member approved Multi-Phase Road Plan is designed to address the needed drainage repairs and road repaving throughout the Valley without the need for any special assessments for MVRIA homeowner members. The project will be divided into two parts – Primary Roads and Secondary Roads. Each part will have multiple phases that will be completed over several years.

Our Road Reserve account is projected to have a total of $385,738 by March to begin Phase 1 of the Road Plan Breakdown of Funds: $195,920 - Road Reserve – May-2016 $40, Road Case Settlement – May-2016 (paid back money borrowed from reserve for member lawsuit) $ 3,245 - Replenish the remaining balance from the member lawsuit $69,720 – 2016/2017 Annual Assessment for Road Reserve – March-2017 _________________________________________________ $308,885 + $76,853 – 2017/2018 Annual Assessment for Road Reserve – March-2018 $385,738 – Total Funds Available for Phase 1

In addition to the $385,738 total funds available for Phase 1… $65,000 From the cell tower company (to be used to pave the Unrecorded section of MVT from the Guardhouse to the Nursery) $300,000 Member approved bank loan* (I will discuss the status) _________________________________ $365,000 additional funds Total Funds - $750,738.00

Our $300,000 bank loan was approved in April when we won all 6 counts of the member lawsuit, but the approval was rescinded by the bank due to the latest Appeal filed in May. Unfortunately, we now have $450,738 in total funds and not the $750,738 the bank loan would have raised our total to

Plan B As part of the Paving Contractor Bid, we will request they allow for a final payment in the amount of approx. $84,300 (which represents 50% of the 2018/2019 Annual Dues that go to the Road Reserve in 2018) to be delayed until late 2018 (approx. six months from the completion of Phase 1 That will raise our budget to - $535,038 The $535,038 in Total Road Project Funds will be used for drainage, road milling, road repairs, striping, signage, safety, and fresh new pavement on: MVT From State Road 72 to across the Bridge to Combee Lane. Any remaining funds will be used on Old Ranch Road. All Bids will be reviewed by 3rd party engineer/project manager and our attorney

Annual Meeting Member Main Concerns Were Traffic Safety of neighbors walking, running, biking, horseback riding, golf carts, etc. Current Speed Limit – 35 mph, however not posted anywhere in the Valley Proposal - lower speed to either 25mph or 30 mph with postings throughout the Valley. Stop Signs, Caution Signs, Reflective Striping and Reflectors on Curves New pavement will continue 20 feet into side roads w/painted stop bar & stop sign

Bar Code Scanners or auto-remotes to open gates Gates Auto-Open Upon Exit Will lower homeowners insurance Gates paid for with Operating Budget money and not Road Reserves

Speed Islands Residents will be able to individually contract with the awarded paving contractor for reduced pavement pricing for their property Estimated Start Date – February-2018
