Framers did not trust the average citizen to vote Limited to white males who owned property

5 15th Amendment Guaranteed blacks the right to vote (1870)
“Prohibited states from denying the right to vote “on account of race, color, or previous condition of servitude”

6 Limits to African American Suffrage
Grandfather Clause: provided that only voters whose grandfathers had voted before 1867 were eligible to vote without paying a poll tax or passing a literacy test Literacy Test: used in an effort to keep blacks from voting Poll Tax: citizens had to pay this before they could vote

7 19th Amendment Guaranteed women the right to vote (1920)

8 23rd Amendment Guaranteed right to vote for D.C. (1961)

9 24th Amendment Eliminated poll taxes (1964)
