1 Compare the Upper House to the Lower House

2 The Upper House The term upper house refers to the second chamber in a bicameral. The upper house in state parliaments is called the legislative council, and the upper house in the Commonwealth Parliament is the Senate.

3 The Lower House The lower house being the assembly in state parliaments, and the House of Representatives in the federal parliament. While the lower house is the chamber in which governments are formed and where a government must maintain majority support to stay in office.

4 Deferent's Upper House Lower House
Upper house (senate) is proportional voting - if minor party gets 10% of votes nationally, they get 10% of seats in senate, so it's possible for minor parties to get in. The job of upper house is to review legislation and review the honesty of the government. They have half-senate elections every 4 years. Lower house is elected differently to upper house. Each seat in lower house represents one electorate. This means only the member with most votes wins the seat, meaning that the lower house tends to be very difficult for a minor party to get into. Lower house makes all the policy & rules that govern the country, gets elected every 3 years.
