Breaking Barriers is a partnership between: Los Angeles County Probation Department (Probation) Los Angeles County Department of Health Services (DHS) Brilliant Corners - Flexible Housing Subsidy Pool (FHSP) and Case Management Chrysalis History In early 2014, Los Angeles County Probation Department leadership expressed a desire to expand housing resources for homeless probationers leveraging the Los Angeles County Department of Health Services’ Flexible Housing Subsidy Pool (FHSP) model. FHSP, administered by Brilliant Corners, is a supportive housing rental subsidy program designed to secure quality affordable housing for people experiencing homelessness. In the fall of 2014, a workgroup composed of representatives from LA County Probation Department, LA County Department of Health Services, Brilliant Corners, Chrysalis, and Corporation for Supportive Housing designed Breaking Barriers.
