-supporters of Constitution -Don’t need Bill of Rights -Constitution creates limited government -Strong central government needed to protect rights -States have own declaration of rights -Organized - Large landowners, Merchants -Opponents of the Constitution -Favored Bill of rights -Didn’t trust strong Central Government -Didn’t offer alternate plan -Western Farmers -need to protect rights Divide power between nation & state Popular sovereignty

December 7, 1787 – Delaware 1st state to ratify Constitution June 21, 1788 – The Constitution is put into effect by New Hampshire's ratification November 21, 1789 – 12 of 13 original states ratify Constitution May 29, 1790 – Rhode Island ratifies the Constitution December 15, 1791 – Madison’s first ten amendments becomes the Bill of Rights
