3 INTRODUCTION Based on the Results of the Household Surveys 2000-2004
Conducted annually in September The ISRDP was introduced in 2001 The new system of local government also introduced in 2001 Nodes like Chris Hani, O R Tambo inherited areas which were previously in the Homeland areas- hence backlogs Some municipalities like Sekhukhune and Umkhanyakude were first established in 2001 –had to start by putting capacity and institutional arrangements in place

7 Percentage of households living in formal dwellings % increase/decrease
Formal dwelling refers to : Dwellings/house or brick structure on separate stand;flat or apartment in block of flats; town/cluster; and unit in retirement village. There was a total increase of 8.1% in the households living in formal dwellings in the period under review. This increase was noticeable in 10 of the thirteen nodal areas. The most significant increase 71.6% was in Umkhanyakude- the node that had the the highest growth in the number of households i.e. 44.4% The highest decrease was in Bohlabela 100% - in 2004 The increase can be attributed to the increase in RDP houses, the fact that the public is able to build their own structures and the definition of the formal dwelling.

Informal dwellings consist of : dwellings/ shacks in the backyard and not in the backyard The slide indicates that there was a total of 21% increase in the informal dwellings in all the nodal areas in the period under review The highest increase was in Ugu- one of the nodes that had the highest increase in the number of households There is a correlation between the percentage of the increase in the informal dwellings and the decrease in the formal dwellings in Bohlabela The highest decrease was in Umkhanyakude There is a correlation in the decrease in the informal dwellings and the increase in the formal dwellings in Umkhanyakude

9 of the 13 municipalities had a increase in access to water between 2000 and 2001 There was a total increase of 7.0% access to water on the stand and on site in the nodal areas in the period under review The highest increase in the five year period was in Umkhanyakude 159.7% followed by Alfred Nzo i.e 104.8%. Alfred Nzo had a continuous minimal increase in the first 3 years and had a 207.1% increase in 2004

There was a total of 12.5% increase in the number of households with flush, chemical and VIP toilets in the period under review. A total of nine nodes had an increase The highest percentage of increase was in Sekhukhune i.e.333.3% A total of four nodes had a decrease The district with the highest percentage of decrease was Bohlabela i.e. –81.3%

There is a 9.7 % increase in the number of household with refuse removal by the local authority The highest rate of increase was in Sekhukhune 417.6% followed by Alfred Nzo 136.8% The highest decrease was in Bohlabela –93.3% followed by Zululand 50.2% and Central Karoo –13.9%

The nodes had a total of 130% increase in terms of access to electricity for lighting purposes The highest percentage is in Alfred Nzo 130% followed by Kgalagadi 119.2% All the other nodes had below average percentage increase The node that had a zero growth is central Karoo This can be attributed to the fact that they were already above average in the provision of services The focus of this node is on the extension of services to reach the newly developed and farming communities

The total percentage of households using electricity for heating increased by 14.9 % between 2000 and 2004 in the nodal areas. Eleven of the thirteen nodes had an increase The highest increase was in Central Karoo 184.4%, Umkhanyakude 155.4% and Alfred Nzo 144.4% There was a decrease of -19.6% and -31.9% in Sekhukhune and Bohlabela respectively.

The total percentage of households using electricity for cooking increased by 217.8% between 2000 and 2004 The highest increase was in Alfred Nzo 330% and Kgalagadi 140.4%. There was a decrease of -9% and –19.7% in Sekhukhune and Bohlabela respectively The decrease can be attributed to the increase in informal dwellings especially in Bohlabela and Tubatse

There was a total 31.7% decrease in the percentage of households with telephone lines in 12 of the 13 nodes This trend can be attributed and is related in to the increase in the number of people who have cellular phones The highest decrease was in Alfred Nzo 78.6% and Bohlabela 75.5% This trend has a negative effect on the number of households that will have access to internet and information Only Kgalakgadi had an increase i.e. 44.3%

There was a total increase of % in the percentage of household with cellular phones in the period under review The highest growth was in Umkhanyakude 657.4%

26 Conclusions There was an increase in the number of households in all the nodal areas between 1996 and 2001 The highest increase was in Umkhanyakude and Ugu i.e. 44.3% each and Zululand i.e. 40.2% The lowest increase was in Bohlabela i.e. 2.4% The percentage in access to services vary from node to node Generally there was an increase in the percentage of households who have access to basic services in the period under review. The most significant increase was experienced in access to electricity Bohlabela experienced a decrease in all the indicators Although lagging behind in terms of service delivery O R Tambo showed a constant growth in all areas

27 Conclusions There was a decrease in the percentage of telephones in the dwellings The decrease in the percentage of telephones in the dwellings has a negative effect on ensuring access to ICT- particularly internet There was an increase in the percentage of people who own cellular phones in these areas
