1 Fiji: Strengthening community stewardship for effective co-management of LMMAs to support resilient and sustainable livelihoods. Background Fiji has dual governance system so co- management is necessary Customary tenure systems (410 registered units) Gaps/Needs Government alone can not manage coastal fisheries Traditional leaders (Vanua) participation as decision makers overlooked Systematic mainstreaming of gender and social inclusion in LMMA Community participation, dialogue and input into coastal fisheries management policy formulation and implementation by government

2 Overarching Goal To establish a national mechanism that ensures: Community participation, dialogue and input into coastal fisheries management policy formulation and LMMA implementation Gender mainstreaming and social inclusion into LMMA/fisheries planning, implementation and governance Achieving 100% solution, resilient coastal fisheries and sustainable livelihoods target by 2030, through effective, transparent, co- management partnerships Inter-generational and lifetime commitments of communities and partners Change in mind sets of fishers, leaders, management agencies Good to say what is the mindset change we are hoping to effect. The co-management part is missing – it is in the title, but did not make it to any of the goals – it can be its own, but then need to reduce a goal, or you can add it to the 100% if you want? 2030: Gift to Our Children! Scaling up locally managed marine areas to 100% of Fiji's customary marine areas

3 Objective 1: Empower Vanua leaders to take more proactive role in co-management of LMMAs
Activity 1: Establish a formally recognized (legal) national mechanism and forum of Vanua leaders and fishers from village to national level to be the voice and champion Restoring ‘Mana’ in traditional management and governance (410 registered units) Traditional fishers role Traditional principles – ‘loloma’ share and care Widows, elders and visitors in the village Other users (commercial fishers, development). Fishers Forums and Association Developing strong and effective partnerships with government agencies, based on mutual respect and inclusivity

4 Objective 1: Empower Vanua leaders to take more proactive role in co-management of LMMAs
Activity 2 : Systematically mainstream gender and social inclusion into LMMAs planning, implementation and governance Activity 3: Support training, meeting and mentoring especially next generation of men, women and youth leaders at provincial and national level

5 Objective 2: Strengthen community networks to upscale for effective LMMA co-management (100% Solution) Activity 1: Support and facilitate annual island, provincial and national forums and meetings re-focusing on efforts to improve and upscale LMMAs and coastal fisheries co-management Activity 2: Develop information package and awareness materials targeting Vanua leaders and fishers apart from awareness materials for broader community Photo credit: LMMA Network Photo credit: Women in Fisheries Network

6 Objective 2: Strengthen community networks to upscale LMMA co-management (100% solution)
Activity 3: Training and support to Fishers Forums and Association nationally to integrate national coastal fisheries regulations into LMMAs and local rules ‘Right sizing’ (size limits) ‘Fish less for more’ (reducing efforts) improve compliance and enforcement, including strengthening the role of community fish wardens Improve fishers understanding and involvement in post-harvest standards, value adding marketing of products maximise benefits to fishers
