2 SETTING DESCRIPTION Katwe Small Scale Industries Development Association (KASSIDA) is the umbrella organization for the Local Engineering Artisans who supply a range of technological products to both the local and regional markets of Uganda. KASSIDA started as a Community Based Organization (CBO), registered in 2006 and was later incorporated as an association by the Registrar of companies in Among association objectives include uniting efforts for improving production activities, access to both common facilities and national resources. Membership in KASSIDA is over 290 workshops, operating in different trades and have between five and ten workers. Therefore, KASSIDA has a total of over 1500 employees. 5/3/2019

3 INTERVENTION DESCRIPTION
Worker apprenticeship training initiated in November 2009. First wave in the field. Have received many applications for second wave. The purpose of the KASSIDA training is aimed at: An improvement in production and productivity Improved quality of products Upward adjustment in the income of members and association Increment in the sales volume for the individual workshops Expansion to the regional market for KASSIDA’s products Improve women participation in artisanship Use impact evaluation techniques to evaluate impact of such training from second wave onwards. 5/3/2019

4 EVALUATION QUESTIONS Take-up? Impacts?
Evidence from applications received predicts very high take-up. We will be able to measure take-up rate of treatment group Impacts? Improving workshop sales / revenues Improving worker efficiency (as measured by finished product quality and completion time) Effects on worker retention and movement Reducing costs (lower electricity usage, lower raw material wastage) 5/3/2019

5 EVALUATION DESIGN We have received applications for second wave.
Randomization at the workshop level to avoid obvious spillovers. We will conduct stratified randomization, stratified by sub-trades (metal fabrication, tailoring, etc) 50% workshops within each strata assigned to treatment Selection is made public with “control” group offered “guaranteed” training in 6 months time. 5/3/2019

6 Evaluate impact by conducting endline survey in 6 months.
SAMPLING AND DATA Baseline survey on both treatment and control factories before training. Match with administrative data from KASSIDA on factory worker membership. Evaluate impact by conducting endline survey in 6 months. Match with KASSIDA administrative data that is updated on a monthly basis. 5/3/2019

8 IMPLEMENTATION CHALLENGES
Spillover effects Challenging to separate treatment from control as all 290 workshops located in a 1KM radius. Possible solutions Invite workers to separate central location for training Stipulate and enforce that training is only for permanent factory workers. The names list can be matched with KASSIDA data. Even then, spillovers possible so the evaluation can be interpreted as direct training vs. second-hand training. 5/3/2019
