Deutsches Institut für Urbanistik Communication of new waste management approach to the public National Workshop: Developing Environmental Infrastructure Projects in the WASTE Sector in Macedonia 28-29th October 2008, Ohrid, Macedonia Maic Verbücheln, Difu

Deutsches Institut für Urbanistik Overview 1. Introduction 2. General communication forms for households 3. Communication forms for a specific waste stream (example: electric discharge lamps)

Deutsches Institut für Urbanistik 1. Introduction Information to the public are needed e.g. to make the waste management system run to steer specific waste streams to achieve environmental and economic goals (e.g. the reduction of waste) to clarify the personal responsibility of the consumer (includes waste avoidance) to make clear that the production of waste is cost intensive (collection, recycling……dispose) to make clear that a high standard of waste treatment is an invest in the future

Deutsches Institut für Urbanistik 1. Introduction The public needs information e.g. to the waste management system and there goals how to handle the different waste types (e.g. separation of waste) to the collection days/time of different waste streams (residues, paper, bio-waste etc.) to take back possibilities (e.g. glass) to the collection and handling of hazardous waste to contact partners and addresses to the costs and fees

Deutsches Institut für Urbanistik 1. Introduction Overview of potential actors of information transfer

Deutsches Institut für Urbanistik 1. Introduction Ideal information transfer

Deutsches Institut für Urbanistik InstrumentMain actor waste telephone municipalities homepage municipalities, producer, take b. sys. yearly waste calendar municipalities newspaper, brochure, flyer municipalities, producer, take b. sys. letters municipalities exhibitions, poster municipalities, producer, take back system information at school and kindergarten municipalities, producer, take back system press campaign producer, take back system product design producer others municipalities, producer, take back system 1. Introduction Possible ways of information transfer (selection)

Deutsches Institut für Urbanistik 2. General communication to households Information is needed for waste fractions e.g. packaging waste (collect system/private) glass ( collect and bring system/municipalities) paper, cardboard (collect and bring system/municipalities) bio-waste (collect system/municipalities) residues (collect system/municipalities) hazardous waste (bring system/municipalities) Typical way of information to the public e.g. yearly waste calendar or waste magazine with all information to handling, collection, take back, contacts etc. Example: waste magazine of the city of Krefeld

Deutsches Institut für Urbanistik 2. General communication to households Waste magazine of Krefeld (200 000 inhabitants) /Content Paper Bio-waste Packaging Residues Use of different languages Colour of waste bin relates to the waste fraction

Deutsches Institut für Urbanistik 2. General communication to households Content of the waste magazine of Krefeld Information to separate collection of bio-waste, paper, packaging, residues (collect system) Information to glass collection (bring system) Information to bulky- and electronic waste Information to the collection of hazardous waste Information to the collection station

Deutsches Institut für Urbanistik 2. General communication to households Calendar of the waste magazine of Krefeld Collection days of the brown bin (bio- waste) Collection days of the blue bin (paper) Collection days of the yellow bin (packaging)

Deutsches Institut für Urbanistik 2. General communication to households Example: Information to packaging waste Information to the right separation and collection (metal, plastics) Information that paper, glass has to selected to other bins Yellow bin Picture of the yellow bin

Deutsches Institut für Urbanistik Resume 1.informations to the public are essential 2.a yearly waste calendar or waste magazine can give information to the public 3.other information ways like homepages, newspaper, waste telephone are sensible 2. General communication to households

Deutsches Institut für Urbanistik 3. Communication forms for a specific waste stream (electric discharge lamps) Background to electric discharge lamps includes e.g. energy saving lamps, neon tubes electric discharge lamps are hazardous waste because of a mercury content one of the 10 categories of the WEEE- Directive because of energy prices, climate change and political will (light bulb ban) an increase of this waste stream is estimated introduction of a shared product responsibility (producers and municipals) take back system was implemented in 2005

Deutsches Institut für Urbanistik 3. Communication forms for a specific waste stream (electric discharge lamps) Three relevant information aspects for households: 1.What the consumer has to bring back? electric discharge lamps (energy saving lamps..) 2. Why electric discharge lamps have to bring back? because they contain mercury 3. Where I have to bring the lamps? e.g. to the municipal collection points

Deutsches Institut für Urbanistik 3. Communication forms for a specific waste stream (electric discharge lamps) Cooperation between industrial take back system (lightcycle) and municipals Municipalities have the duty to inform the house- holds regarding the take back of lamps - waste magazine or waste calendar - newspaper - etc. Industrial take back system has started a information campaign - TV, Internet, School's-Tour, flyer, poster, etc.

Deutsches Institut für Urbanistik 3. Communication forms for a specific waste stream (electric discharge lamps) Lightcycle S´COOL-Tour: - Activities in schools - projects to force the efficiency of the take back system Cooperation with municipalities Coordination of combined Actions Cooperation with a electro- association Media campaign German wide in TV, Radio, Print and online Regional activities with municipalities - regional information campaign

Deutsches Institut für Urbanistik Flyer DIN lang, Innenseiten 3. Communication forms for a specific waste stream (electric discharge lamps) Forbidden to put it in a waste bin Information to lamp types Information flyer for households (from municipalities)

Deutsches Institut für Urbanistik Information flyer for households (from municipalities) 3. Communication forms for a specific waste stream (electric discharge lamps) Addresses: where to bring the lamps

Deutsches Institut für Urbanistik 3. Communication forms for a specific waste stream (electric discharge lamps) Information hanger for waste bins outdoor advertising

Deutsches Institut für Urbanistik 3. Communication forms for a specific waste stream (electric discharge lamps) Resume 1.for specific waste types or the collection of new waste streams information to the public is needed 2.a specific media campaign is sensible 3.in cases of product responsibility a cooperation with the industry (take back system) is possible 4.the right information are needed like - why I have to bring it back - to which place (municipal collection points) - etc.

Deutsches Institut für Urbanistik Thank you for attention Maic Verbücheln, Difu National Workshop: Developing Environmental Infrastructure Projects in the WASTE Sector in Macedonia 28-29th October 2008, Ohrid, Macedonia

Deutsches Institut für Urbanistik 3. Communication forms for a specific waste stream (electric discharge lamps) Take back system of electric discharge lamps in Germany

Deutsches Institut für Urbanistik 3. Communication forms for a specific waste stream (electric discharge lamps) Information is the first step for an implementation of a bring back of specific waste Determinanten: persönliche: positive oder negative Bewertung der Umsetzung bzw.
