5. What is an LHEES?
Local authorities (LAs) statutory duty to create region-wide LHEES covering year period.
Assessment of existing local and national strategies / data collation & integration
Assessment of energy efficiency (EE) and heat supply for current building stock
Target setting
Opportunity identification, including socio-economic assessment of potential solutions
Prioritisation and zoning of areas
Costing and phasing of delivery programmes
National delivery mechanism to support delivery of LHEES and EES.
