2. Urban Waste Water Treatment Directive
Key provisions
scope: settlement areas ('agglomerations') >2000 inhabitants / population equivalents;
defined environmental objectives for waste water treatment;
monitoring of performance of treatment plants (and – now largely superseded by WFD – of affected waters); criteria for reporting jointly elaborated and endorsed by Water Directors;
fully flexible on the means to achieve the objective, thus open to - and encouraging - innovation. 2 2 2

Compliance deadlines
1998: cessation of disposal of sewage sludge to surface waters;
1998: waste water collection and treatment for agglomerations >10000 p.e. in the catchments of sensitive areas;
2000: waste water treatment for agglomerations >15000 p.e. in the catchments of normal areas;
2005: waste water collection and treatment for all other agglomerations within the scope of the Directive.
(all deadlines to be read as “31.12.”)
Transitions periods for 12 Member States which acceded in 2004 and 2007: staggered transition periods not exceeding 2015, in one case 2018. 3 3 3
