2 The Eagle Texas A&M Fish Camp Volunteer dies in camp accident Aug. 28, 2002 A Texas A&M university student volunteer at freshmen orientation died Tuesday after falling off a golf cart. Investigators said the student was standing on the back of a moving cart when he slipped or lost his grip and hit his head on the ground. The student died of a closed-head injury about 12 hours later. The student was a senior that majored in civil engineering and a counselor at Fish Camp (freshman orientation).

3 OBJECTIVES Review safety guidelines and instructions.
Ensure the safe operation of utility carts. Review safety guidelines and instructions. Familiarization of cart routes.

4 DEFINITIONS Authorized Cart Operator - Individual that possess a valid drivers license and has successfully completed “Cart Operator Safety Training”. Valid Business Use - Transporting personnel, equipment, or supplies for the University as well as transporting employees, students, or visitors with temporary or permanent disability related needs. Personal Convenience Use is prohibited.

5 COMPLIANCE UNIVERSITY RULE 24.02.02.C2
Operators violating the TAMU-CC Cart Policy will be verbally warned and/or their supervisors will receive notification of violations from the University Police Department and/or the Environmental, Health & Safety Department

6 Review of Utility Cart Safety
COMPLIANCE Employees who do not comply with the Policy & Procedures, as outlined in the TAMU-CC Utility Cart Safety Policy and Procedures may forfeit their Utility Cart operating privileges. Review of Utility Cart Safety Policy & Procedures

7 The required minimum signage/safety equipment includes the following:
UTILITY CART SIGNAGE/EQUIPMENT The required minimum signage/safety equipment includes the following: Department name and assigned identification numbers displayed on the front of the cart. Orange Safety Flag on a 5’ fiberglass rod displayed to the rear of the cab. Audible alarm signifying that the cart is moving in reverse. Horn Turn Signals Rear View Mirror Outside mirrors if utility cart has an enclosed cab/or enclosed with cargo box Laminated Cart Route map attached to the front dash of the cart.

8 UTILITY CART SAFETY Disconnect the charging cable before entering cart. Passengers must sit on the designated seating areas. Check the area behind the cart before backing up. All body parts - feet, legs, and arms, shall be kept inside the cart while it is in motion. Always remain seated and hold on while the cart is in motion.

9 UTILITY CART SAFETY When the cart is to be left unattended, turn the key to the off position. Engage the parking brake and remove the key. If the cart has a toggle switch, it should be out of plain sight.

11 UTILITY CART SAFETY PASSENGER OCCUPANCY
Passenger occupancy must not exceed the passenger limit and load capacity designated by the manufacturer.

12 MONTHLY CART MAINTENANCE
Operators should inspect the cart for proper signage and safety equipment. Visually check the tires and batteries for proper inflation and hydration.

13 MAINTENANCE The Utility Cart batteries must be maintained to
prevent battery failure. Battery Explosion

14 UTILITY CART REPAIR Carts that are not mechanically safe to operate will be removed from service until the required repairs have been made by either Motor Pool or by a vendor authorized by TAMU-CC.

15 MODIFICATIONS Utility carts shall not be modified in any manner that affects the recommended mode of operation, speed or safety.

16 OPERATOR SAFETY Avoid sudden stops or changes in direction that may result in a loss of cart control. All turns shall be executed at reduced speeds. Apply brake to control speed when traveling down an incline.

17 OPERATOR SAFETY Slow down to pedestrian speed on sidewalks.
Carts shall not exceed the speed of pedestrian traffic. Drive the cart only as fast as the area’s terrain and safety conditions will allow.

18 NO CELL PHONE OR ELECTRONICS
OPERATOR SAFETY: NO CELL PHONE OR ELECTRONICS Operators may NOT use cell phone or other electronic devices while the cart is in motion. STOP. PARK. TALK.

19 PEDESTRIAN RIGHT-OF-WAY
Utility Carts shall be operated with the utmost courtesy, care and consideration for the safety and convenience of pedestrians. Pedestrians have the right-of-way AT ALL TIMES! Carts must YIELD to pedestrians at crosswalks, sidewalks, intersections and wherever a pedestrian is encountered.

20 PEDESTRIAN RIGHT-OF-WAY
Keep a safe distance from pedestrians - Wait for pedestrian traffic to clear before proceeding through intersections.

21 PEDESTRIAN RIGHT-OF-WAY
Be aware of bus and class schedules. Heavy pedestrian traffic can occur at any time. Stop and allow the area to clear.

22 CAMPUS ROADWAYS Travel in the direction of the flow of traffic.
Obey all campus street signs and traffic regulations. Slow down before and during turns.

23 CROSSWALK SAFETY Caution–Watch for vehicle traffic
coming from parking lots. Use caution when approaching crosswalks, intersections, and blind spots.

24 SIDEWALK SAFETY Use Caution on sidewalks. Watch for skate boarders and
pedestrians using cell phones. Use caution when approaching local cart traffic. Keep to the right, drive slow or stop.

25 SIDEWALK SAFETY DO NOT run over the sprinkler system.
Watch out for sprinkler heads near the edge of the sidewalks.

27 SIDEWALK SAFETY PARKING
On sidewalks: Do not park in a way that may create a hazard for pedestrians trying to go around the cart.

28 PARKING LOT SAFETY: TRAVEL
Parking lot travel is limited to only the following departments: University Police Facilities Services Telecommunications E,H&S

29 PARKING LOT HAZARDS: LIMITED VISIBILITY
The vehicle operator may not see an approaching cart due to its small size.

Fast moving motor vehicles Students in a hurry to find parking Slow moving utility carts Parked cars obstructing view

31 ROADWAY HAZARDS: HEAVY CONSTRUCTION EQUIPMENT
Be aware of heavy equipment on the campus roadways. Use caution when approaching heavy equipment.

32 PARKING Authorized parking spaces are marked with Green Paint or Reflectors. “No Cart Parking” spaces are marked with Red Reflectors.

33 PARKING RESTRICTIONS Carts shall not drive or park in the following areas: Soft surfaces such as landscaping, grass Unpaved surfaces Naturally covered areas to include mulch, pine bark, or straw

34 PARKING RESTRICTIONS Avoid parking on or next to: Sidewalks Stairwells
Door ways Accessibility Ramps Entrance to buildings Fire Lanes All Named Campus Roadways Faculty Center-east side

35 PARK AND WALK Operators must park in an authorized parking space and proceed on foot.

Cart travel off main campus (Island Campus) to the Woo Sung Lee Alumni Welcome Center, is PROHIBITED. You MUST drive a full sized vehicle to perform any work related activities at this location.

46 CAMPUS SPINE The campus spine and the adjoining sidewalks
Utility Carts are prohibited from traveling along the covered sidewalks located along the “CAMPUS SPINE” which are located on the East Side of Corpus Christi Hall, Jeff and Mary Bell Library, Center for the Sciences and on the South side of the Center for the Arts.

47 LEE PLAZA Utility carts are prohibited from traveling through Lee Plaza. Cart may be parked by the Welcome Center on the north side of the Library, closest to O’Connor bldg.

48 HECTOR P. GARCIA PLAZA Prohibited cart operation within the Hector P. Garcia Plaza No Carts Zone

49 Do Not Enter on the sidewalk from Bay Hall to library.

50 NATURAL RESOURCES CENTER CROSSWALK
Cart travel within the Pedestrian Crosswalk (Natural Resources Center Building) at the intersection of Island Boulevard and Surf Drive is prohibited.

52 Tidal Hall Cart Parking is located in the “Turn Around” by the Loading Dock. Do Not Enter Surf Lane from the Tidal Hall Loading Dock.

53 ACCIDENT/MISUSE REPORTING
Regardless of whether property damage or personal injury occurred, report all incidents of misuse, accidents and injuries to: The supervisor The department to which the cart is assigned The University Police Department The Environmental, Health & Safety Department
