2 Pilgrims’ Influence People willingly agreed to be governed
The foundation of government is its citizens The people ordain (or authorize) and establish the Constitution Government is established by the people and serves the people How did the Pilgrims influence the framers of the Constitution? With the concept that the government is by the people and for the people

3 Reaching the Goals Rule of law means no one is above the law
Not even the President Protect the rights of the minority Allow the minority to express their views on issues Create the Bill of Rights to protect the rights and freedoms of every United States citizen

4 Federal and State Governments
The Federal System Strong national government balanced with state government Federal = National The federal government is the top layer of government The federal government makes the laws for the entire country

5 Federal and State Governments
Federal Government Prints money Controls trade with other nations Provides for the country’s defense (controls the military) The Constitution delegated certain powers only to the federal government to give it more power than the state government

6 Federal and State Governments
Conducts all elections (even national elections) Establish schools Regulate trade within the state The states have all the powers that the Constitution did not specifically give to the federal government

7 Federal and State Governments
Shared Powers Raise money through taxes Borrow money Establish courts Create banks Enforce laws If a state law conflicts with a federal law, the state law becomes invalid
