Launching a New Nation The United States begin!

3 I. The First President George Washington moved from Virginia to the first capital city, New York City to start his job as President. He was inaugurated on April 30, 1789 and was nervous because he knew his actions would set precedents.

5 C. The Executive Branch The Constitution only provided an outline for the federal government. The President and Congress passed laws to create the Treasury, State, and War Departments. An attorney general was appointed to advise the President on legal matters.

9 D. Establishing the Judiciary (Court System)
Judiciary Act of 1789 created a Supreme Court with 6 judges. John Jay was appointed the Chief Justice.

11 II. The Nation’s First Economic Crisis
The government was deep into debt because of the War. They sold bonds to make money and needed to pay back the debt, but the government had absolutely no money to work with.

13 III. Alexander Hamilton’s Financial Plan
Hamilton created a three-part plan to solve the debt problem. Part 1: The government would pay all federal and state debt. The Southern states disagreed with the plan so it was debated for 6 months. The South later agreed to support the plan if the new capital city was built in the South between Virginia and Maryland.

C. Part 2: A National Bank was created to hold government money. It would be a privately owned bank to issue paper money. Opponents of the bank argued it was unconstitutional because the Constitution never mentioned a government bank.

D. Part 3: A High tariff (tax) on goods imported to America. A high tax would raise money for the government and protect U.S. industry from foreign competition. Congress did not pass it because it would help the North and be unfair for the South.

19 IV. The Whiskey Rebellion
The government put a new tax on Whiskey to raise money. Farmers were angry, started a rebellion, and burned down buildings. Washington sent in 13,000 troops to stop the rebellion. This showed that the new government was strong and George was not messing around!
