We have several new Board Members to serve you for 2017. Best of all.. being able to enjoy all the friendship and fun that comes with being an RCACF member.

New Year Air Show Pylon Event Pylon Complaints New Camera John Foushi
President President’s January 2017 Letter New Year January 1st, a new year! I hope all of you had a great Christmas and will have a healthy and safe New Year. Air Show Our big Air Show is soon approaching (January 7th) and again, we are still in need of members to help and work the event. This is our biggest event of the year and we stand to profit from it. But, we can’t do it without your help. The Air Show starts at 11:00am and goes to 3:00pm. Please try and give us just 4 hours of your time. Pylon Event We want to thank the members that came out and worked this event. We were short about five members right up to the last minute of not being able to run the races. But, five or six members showed up and we were off to the races! Our Chefs did all the cooking and they did an impressive job! They cooked for about 100 pilots and workers. Next year, if Gary Freeman Sr. is correct, we may be able to change the course layout, which would allow us to use the Food Hangar and not have to move everything down to the lake. We’ll see. Pylon Complaints We had many complaints about losing four days of flying on our field due to scheduling of the setup day, practice day and the two days of racing. So, I will address it this way. We made $375 per day that the races brought in and all I can say is that we have to sell a lot of hamburgers in a day to make that amount. New Camera Michael Vivona will be installing a second camera on the roof of the Club House. It will be facing the East side of the building and you will have a view of the Northern part of the runway. We are still waiting for a DVR to finish the Food Hangar camera system. We want to thank Mike Vivona and Bill Freeland for heading up those two projects.

New TV/Monitor Michael Vivona, Walter Blanca and Jim Lackey have installed a new TV/Monitor in the Club House. This will be a big improvement, allowing us to show slide shows and video presentations during our meetings. Membership Renewal Bill Wilson has retired as our Membership Chairman after serving for many years in that position. Bill has done an inspiring job which we all know. Thank You, Bill, for your service to our Club. Al Cooper has volunteered to take on this very demanding position. He has been working with Bill for the past two months so, hopefully the transition will be smooth. Membership Renewal Deadline January 1th, 2017, was the deadline to have your 2017 new membership ID badge. You will not be able to fly until you have your new ID badge. No exceptions! Entry donation of $5.00 per car at the gate. All money goes towards maintaining our wonderful club.

Guest Flyer Sign-In Log
Al Cooper Membership Chairman Guest Flyer Sign-In Log In order to ensure that all pilots flying at Tangerine Field are either current club members or member sponsored guests, a new “Guest Flyer Sign-In Log” has been created as well as a supply of numbered “RCACF Guest Passes”. All club members should familiarize themselves with the log and badges so that they will be able to sponsor a guest flyer at the club and also to understand their responsibilities in sponsoring a non-member to fly at Tangerine Field. There are 2 components to each log entry: 1) sponsor information 2) guest information. The sponsor information includes name (printed legibly), AMA # and signature. The guest information includes name (also printed legibly), AMA #, signature and address. Location: A blue waterproof clipboard containing the sign-in sheets and guest passes are located in the Information Center near the First Aid Kit. Sponsor Responsibilities: Anyone sponsoring a guest flyer at Tangerine Field must: Verify that the guest flyer is a current AMA Member. The guest’s AMA number is required for the log entry. Retrieve a Guest Flyer Sign-In Sheet from the blue waterproof clipboard as well as one of the guest pass badges. Enter the selected badge number and current date on the first line of the next log entry. Have the guest flyer complete the guest flyer information (name, AMA #, signature and address). Complete the Sponsor information (name, AMA # & signature). Ensure that the guest flyer wears the badge at all times while at the flight line. Ensure that the guest flyer fully understands the club’s rules regarding where they can and cannot fly, what they can and cannot do while flying, etc. As current AMA members they should be familiar with AMA regulations but, if in doubt, verify their understanding of these regulations. When the guest flyer is finished, then ensure that the badge is retrieved and returned to the blue waterproof clipboard in the Information Center. The badges are numbered and they will be inventoried from time to time and any missing badges will be deemed the responsibility of the last member to sign it out to a guest flyer. Note: The sign-in log requirements are waived for special events where members of other clubs are invited to fly at Tangerine Field. Al Cooper

Please welcome your 2017 RCACF Board Members
John Foushi President I married my high school sweet heart, Carol and we had two children, Gregory and Linda. We now have five grandchildren. My back ground is in Mechanical Engineering and Aviation. We moved to Florida in 1989 and started our company for the high-pressure piping industry. I retired in 2007 after working in the piping industry for 35 years. I served 3 years in the US Army, 18 months in Korea. Started flying RC in the mid 1960’s, then gave it up to transition into full size aircraft. I am the holder of 16 FAA certificates and ratings in Airplanes (Land & Sea), Helicopters, Gliders, Instructor certificates in Airplanes, Helicopter, Instruments and Gliders. Air Transport Pilot certificates in Airplanes and Helicopters. 15 years FAA Pilot Examiner & FAA Accident Prevention Counselor. I served 25 years in Civil Air Patrol and US Air Force as a Search & Recue Command Pilot with the rank of Lt. Col. I joined RCACF in 2000 with my son Gregory and served as VP in 2004, 2005 and President in 2012, 2015, 2016, 2017. Dave Sirak Vice President Dave Sirak attended an RCACF airshow in 2005 and signed up at the next club meeting and has been flying and crashing ever since. He took a twenty year break from the hobby after high school but returned when he found the friendly folks at RCACF. Sirak is a Montana native and a proud graduate of the University Montana School of Journalism. His career path working behind the scenes of television news has taken to multiple stops between Seattle to Orlando where he currently works as the Director of News Technology for WFTV (ABC) Television. In addition to working as a photographer and editor he has directed the technical resources for the coverage of major disasters, news and sporting events including Space Shuttle launches, hurricanes and Super Bowls. He served on a committee within the Cox Media Group which secured FAA approval for the use of Unmanned Aerial Systems (drones) for news coverage across the groups 12 television stations in the United States. He has been awarded 6 regional Emmy awards for news coverage and technical achievements. Sirak is an SCUBA diver and has contributed to several projects that sank large ships as artificial reefs. He is the co-founder of Formula H2O, an underwater racing league which also provides therapy through recreation to disabled veterans and their families Bill Freeland Treasurer I have been in the RC hobby for 29 years and have been a member of RCACF for 27. I started flying because my uncle decided to build a plane kit he had laying around since the 70s. I enjoy the building as much as the flying. I have participated in just about all RC disciplines. I raced boats for several years before the airplane bug bit. Also have done cars and heli's along the way. Currently I am enjoying flying jets, a life long desire. I currently have a couple of warbird projects on the bench that should be completed this coming year.

Your 2017 RCACF Board Members
Al Cooper Membership After 50 years of working in the computer industry, I’m “Semi-Retired” now, working IBM contracts when they are available. That has left me with significant time to enjoy the RC hobby. I started flying in Canada in 1979 but in 1982, I started moving around Canada and the U.S. for my career so RC was out. Last year, after becoming semi-retired, I decided to dig out 3 aircraft that I built in the early 1980s and repair the “mouse damage” caused by an influx of mice when they flooded Lake Apopka. Since I hadn’t flown in over 30 years, I started taking lessons from Jim Lackey when I joined the club earlier this year. My enjoyment is in scale building more than in the actual flying but, for a model to be complete, I feel that I need to be able to fly it, so I’m back learning to fly. Bradley W. Frank Safety Officer Retired after 27 years combined service in the Army and Army National Guard. During that time I was an Army Aviator operating different models of helicopters (UH-1H, OH-58 A&C, AH-1 F&S, AH-64A) accumulating over 5000 hours of flight time. Qualified as an instructor pilot, maintenance manager/maintenance test pilot, and aviation safety officer. Military service followed by employment as a UAV instructor in Ft. Huachuca, Az. for 11 years where I instructed Army, Navy Marine Corps and foreign nationals to operate fixed wing ‘Drones’. I have been married for 31 years with two children, one an attorney and the other a SFC serving in the army special forces. I have a bunch of experience crashing RC airplanes, beginning approximately ten years ago. I have some experience with Glow, Gas, and electric planes, having crashed at least one of each. Even though I have a few hours flying helicopters I have yet to dare fly a RC copter (good sense prevails). I started as the clubs safety officer in the middle of this past year and am looking forward to another year as the safety officer (I lost my good sense). Walter Blanca Maintenance Born1956 and raised in Orlando FL. My education started with Kilarney Elementary and progressed through, Journey High, Lee High and Sanford Naval Academy. Graduated from VCC in 1979 where I started my career by completing vocational school and went to work at Rakes Electrical. I became a licensed Master Electrician and in 1982 opened Angels Electric Inc. My RC hobby started back in 1967 where I flew U control and made many models from scratch. I joined RCACF in 1972 when they were located over on University Rd. Loved flying pattern and in 1984 picked up an F-80 Sport Shark which was a fantastic plane. I also was part of the West Orange Sun Fliers at Barnet Park. Recently I’ve been on the board in charge of field maintenance and I always appreciate those members that join us on our monthly work parties.

Your 2017 RCACF Board Members
Bill Higdon Secretary Born and raised in Orlando. Edgewater High School class of 1960.Then two years at Massey Technical Institute for electronics. First job was at Martin Marietta in the Engineering Prototype Lab where we built the first Sprint missile. Then with Disney as a maintenance planner. Then was maintenance director for a property management company. Played a lot of organized sports growing up including roller hockey, softball, volleyball, and pocket billiards. Raced RC boats for a few years then decided to switch to airplanes about two years ago. Learning to fly 3-D. My wife also started flying about a year ago. She is making excellent progress. (Just in case she's reading this). Other hobbies include fishing for redfish on the flats of Mosquito Lagoon and camping on the St. Johns River with my kids and grandkids. Life is good!! Michael Vivona Webmaster I was never in the military, but spent 9 years on the flight line at the Orlando International Airport where I did everything from refueling to baggage handling. The most fun was before they had jetways I performed the push-backs of all large aircraft from the gate with a gigantic tug. I held many other jobs over the years including Assistant Manager of ABC Liquors, Manager of a large auto parts store and many years as a field service computer technician where I got the privilege to work on computers located deep within the Navy’s nuclear submarines. For the past 30 years I have been employed by WFTV Channel-9 in the Engineering department as the Project Manager and hope to retire in 4 more years. I fly anything RC (or attempt to) but helicopters. My favorite plane is my Falcon-120. I am also into FPV. Other hobbies include, Ham radio, fishing, hunting, anything technical, and SCUBA diving with my trusty speargun. I get a big thrill out of underwater hunting for dinner. Something you many not know about me is that I am a Grand Champion in the Formula-H2O underwater racing series. What the heck is that you ask? Ask me about it some time. Barry Vaught Photographer Barry was born in Bluefield, West Virginia and introduced to model airplanes at Christmas with a control line glow airplane. The kids in the neighborhood used to meet at a vacant lot to fly their airplanes, get dizzy and drink coke. Barry used to watch RCACF pilots flying their airplanes near Apopka, off Sheeler Rd. He joined the Civil Air Patrol for a short time, attended Seminole College, Florida State University. Barry was an RCACF member in the late 1990’s and Early 2000’s along with his son Britt. They were flying glow and electric. Barry appreciates the cooperation of RCACF pilots, builders and the opportunity to photograph their airplanes through the years. He has been fortunate to work with many of the U.S. and International RC Airplane Magazines; Model Aviation, RC Model World, Model Airplane News, RC Sport Flyer, RC Jet International, I Fly RC, RC Flight Camera Action, etc. Barry is also a state licensed residential building contractor specializing in custom homes, additions, renovations.

Dave Sirak Vice President
The City of Orlando is looking to ground model aircraft in city parks, events and many other public spaces and all responsible model aircraft pilots need to take notice. The proposed ordinance drafted on behalf of the Orlando Police Department is aimed at irresponsible drone pilots but if passed would create unnecessary and duplicative regulation for responsible hobbyists. The proposed ordinance would require a permit for any model aircraft flights in the restricted areas listed in the City of Orlando ordinance. It would make flying a model aircraft in any city park illegal without a permit and it would also be a crime to fly a model airplane in your front yard if you live near a public or private school among numerous other city properties. The additional layer of rules under consideration in the proposed ordinance are redundant to the existing safe and simple model flight rules established by the FAA UAS registry which are: fly at or below 400 feet, fly line of sight, never fly near other aircraft or airports, never fly over groups of people, never fly over stadiums or sports event, never fly near emergency response efforts, never fly under the influence and always be aware of airspace requirements and restrictions. In early December the AMA took notice of the proposed ordinance under consideration by the City of Orlando and asked me and other members to raise a formal objection at the council meeting. At the meeting I met with Austin Moore, Legal Affairs for the City of Orlando Police Department to share our concerns with the proposed ordinance. Moore heard our concerns and pointed to language which does loosely recognize model aircraft operations as authorized by the FAA. However the ordinance only offers FAA authorization as a defense after a suspected violation, at this point a hobbyist could already be ticketed or arrested. The ordinance also allows the police to seize your models if you are suspected to be flying in violation. There are very few cases in which your property may be seized by police or code enforcement officers as part of a city ordinance, this is another area for great concern for all responsible hobbyists. Despite our objections the council voted unanimously to place the ordinance in motion for adoption at a future city council meeting.

Find your council member Suggested Text: I am writing in opposition to proposed ordinance no relating to the operation of drones and model aircraft. I am a member of the Academy of Model Aeronautics (AMA), a nationwide, community-based organization of nearly 200,000 model aviation enthusiasts with 16,842 members living in Florida. For more than eight decades, AMA has successful managed the recreational UAS community by providing robust safety guidelines and training programs. I have followed these strict safety guidelines myself and have the benefit of a $2.5 million dollar insurance policy that comes with it. I always fly responsibly and have a strong safety record as a result. I am opposed to the new proposed ordinance because the Federal Aviation Administration (FAA) already regulates the airspace and the new ordinance would create unnecessary and duplicative regulation for hobbyists. For example, I am already registered with AMA and my aircraft are registered with the FAA. A third registration regime specific to Orlando would clearly be overkill. I am also concerned that the proposed ordinance would have a negative impact on science, technology, engineering and math (STEM) education. AMA is very active in academics with model aviation student clubs and STEM programs throughout Florida and the country. I do not believe the Orlando City Council should create obstacles for these programs at a time our country needs more engineers, aviators, and scientists. Like the Orlando City Council, AMA’s goal is to keep our skies safe. I believe the current system for ensuring everyone flies responsibly is working. The new proposed ordinance would only create extra burdens that would hurt people like me. I hope you strongly consider voting against the proposed ordinance.

Michael Vivona Webmaster Many select the New Year as the time to turn over a new leaf. Smokers vow to kick the foul-smelling habit. Some make a decision to adapt to a new and improved lifestyle. The out of control money spenders decide to mend their ways. And most of us, who take pleasure in eating unhealthy food, latch on to the latest dieting fad. The New Year is supposed to symbolize the birth of hope, and the revival of life. The object of a New Year is not that we should have a new year, it is that we should have a new character. Be always at war with your vices, at peace with your neighbors, and let each new year find you a better man. We will open a new book with all its pages blank. We are going to put words on them ourselves. The book is called Opportunity and its first chapter is New Year's Day. We spend January 1 walking through our lives, room by room, drawing up a list of work to be done, cracks to be patched. Maybe this year, to balance the list, we ought to walk through the rooms of our lives... not looking for flaws, but for potential.
