3 The Clery Act is named in memory of Jeanne Clery who was raped and murdered in her residence hall room by a fellow student she did not know on April 5, 1986.  Her parents championed laws requiring the disclosure of campus crime information, and the federal law that now bears their daughter's name was first enacted in It has been amended regularly over the last two decades to keep up with changes in campus safety. Most recent update in 2013 to expand the law's requirements concerning the handling of sexual violence (see the summary of the Campus Sexual Violence Elimination Act for additional information about these requirements which take effect in 2014).

4 What the Clery Act does….
The Clery Act, is intended to ensure that students, members of the campus community and the public are informed about crimes that occur at colleges and universities. The Clery Act requires that universities collect and publish crime statistics to the public. The Clery Act identifies a group of people that are required to report all crimes reported to them. This group is called Campus Security Authorities (CSA). The goal of the Clery Act is to give people an accurate picture of crimes that occur on college and university campuses.

5 What is BSU obligated to do?
BSU must meet obligations in the following three broad categories: (1) policy disclosure; (2) records collection and retention; and (3) information dissemination. Policy Disclosure — BSU must provide the campus community and the public with accurate statements of current policies and practices regarding procedures for students and others to report criminal actions or other emergencies on campus, security of and access to campus facilities, and campus law enforcement. Records Collection and Retention — BSU is required to keep campus records of crimes reported on campus to campus security authorities, make a reasonable good faith effort to obtain certain crime statistics from appropriate law enforcement agencies to include in the annual security report, and keep a daily crime log open for public inspection. Information Dissemination — To provide members of the campus community with information needed to make informed personal safety decisions, BSU must provide: 1) A "timely warning" of any Clery Act crime that represents an ongoing threat to the safety of students and employees; 2) Develop and maintain a log of all crimes reported to the BSU Police Department, ensure public access to the crime log during normal business hours, and; 3) Publish an annual security report, make the report available to all current students and employees, and ensure the annual security report is made available to prospective students and employees. BSU must also inform the campus community where to obtain information regarding registered sex offenders, and submit annual crime statistics to the U.S. Department of Education. 

6 What is a Campus Security Authority (CSA)?
A Campus Security Authority is a term used in the Clery Act to describe someone who has significant responsibility for student and campus activities. The regulations that govern the Clery Act (34 CFR ) define a CSA as: A campus police department or a campus security department of an institution. Any individual or individuals who have responsibility for campus security but who do not constitute a campus police department or a campus security department...such as an individual who is responsible for monitoring entrance into institutional property. (ISO, SSO) Any individual or organization specified in an institution's statement of campus security policy as an individual or organization to which students and employees should report criminal offenses. An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline, and campus judicial proceedings. Pastoral and professional counselors are not considered a campus security authority when acting in their roles as a pastoral or professional counselor.

University Police Officers Institutional Security Officers Student Security Officers Safety Escort Drivers Athletics Coach's & Athletic Trainers Student Health Officials Student Affairs staff including the VP, & AVP’s Faculty Advisors to Student Group Other desk or building monitors Community Service, and other student groups staff or advisors It is important to remember that an employee's job function, not their title, is what determines if they are a CSA under the Clery Act.

9 What Does a CSA Do? The function of a Campus Security Authority is to report an crime or emergency that you become aware of to the: Bridgewater State University Police Department BSU Study Abroad- report crimes to local officials! Then report to the BSU Police Off-Site locations such as the New Bedford Airport, Attleboro and Cape Cod Campuses.

10 What a CSA Should Not Do You do not need to investigate any crime reported to you. You should not try to apprehend the alleged perpetrator of the crime. You do not need to convince the person reporting this to you to speak to the police if they are unwilling

11 Why Would a Crime be Reported to Me?
The University encourages all students and employees to report crimes and emergencies to the BSU Police, however we know that doesn’t always happen. Often times when students are the victims of crime, they are likely to report it to someone other than the police. Because of your function at the BSU, someone may tell you about a crime.

12 What should I do once a crime is reported to me?
Notify the university police If you are unable, or the victim is unwilling, or does not want to make a report with the police, than a CSA reporting form should be completed. Follow departmental /university policy for reporting crime and policy violations.
