2 The Civil Service The civil service is composed of the people who do the administrative work of the government. Political ties were how people got these jobs in the beginning. This is called the spoils system. It led to many unqualified people filling positions.

3 The Civil Service The Pendleton Act provided the foundation of hiring on merit. These people are now given exams.

4 The Civil Service Today
People are given positions based on merit and performance. The Office of Personnel Management now does the hiring and firing. The Merit Systems Protection Board oversees that people are evaluated by merit. Equal opportunity and pay is a big part of the Civil Service.

5 Political Activities Civil Service employees were not able to become political figures. Today they are allowed more political freedom on their own time.
