1 Module 1: Overview December 1 Child Count

2 What Is December 1 Child Count?
The December 1 Child Count is a snapshot of all students receiving special education services on December 1st of each year. Information collected is required for federal reporting requirements under the Individuals with Disabilities Education Act (IDEA) and for certain elements of the Standards of Quality (SOQ) state funding calculation.

3 Criteria A student must meet all three of the criteria listed below in order to be reported: Have a current evaluation/re-evaluation Have a current Individualized Education Program (IEP) or Services Plan Be receiving special education services on December 1 of the reporting year

4 Data Submission Divisions must submit data for all students for which they are legally responsible, not just those enrolled. The division must submit data for all students served by the division, even if the division is not legally responsible for those students.

5 Responsible & Serving Divisions
The Responsible Division is the division that is legally responsible for the provision of a Free Appropriate Public Education (FAPE). The Serving Division is the division that provides the special education services to the student and reports all students served in their school. We follow the Student Record Collection (SRC) reporting requirements.

6 Responsible Divisions Must Report:
Full-time and part-time students served in the division Students placed in other divisions Students placed in private schools (day or residential) or regional centers Students placed by parents in private schools or home-schooled students Preschool age students served in community based programs Students receiving special education services in local or regional jails.

7 December 1 Child Count School divisions do not report students enrolled in: State Operated Programs (SOPs), Department of Juvenile Justice programs, Department of Corrections programs, or Virginia School for the Deaf and Blind (VSDB) These entities report their own data.
