1 Tackling Childhood Obesity Together (TCOT) UK – Westminster City Council, Hammersmith and Fulham Council and the Royal Borough of Kensington and Chelsea A five-year system-wide, multi-setting, multi-layered interventional programme to halt and reverse the rising trend in childhood obesity across three central London boroughs. Across the boroughs nearly one-in-four children in reception (four-to-five-year-olds) and one-in-three children in year six (10-to-11-year-olds) are overweight or obese. Programme designed and led by the Public Health department that covers the three boroughs. It is supported by local politicians, academic colleagues, key local state and third sector stakeholders and communities. The programme comprises of three key components: A community-based pilot programme in the Golborne area of Kensington and Chelsea targeting 2,000 families with primary-school-age children and their families Development of a ‘whole system organisational approach’ working with internal and external partners within Westminster City Council to change the environment to make healthy choices easier, using policy, legislative levers and commissioning processes – reaching 34, year-olds but ultimately benefiting whole communities and visitors to the borough. Implementation of a family healthy weight care pathway, workforce training and family healthy lifestyle services across the three boroughs, including community engagement and communication activities in the London Borough of Hammersmith and Fulham (LBHF) reaching 31, year-olds in Hammersmith and Fulham. 2 Accomplishments Challenges
Wide engagement of key stakeholders across the three boroughs including politicians, active participation of community members in design and delivery of programme activities. Designing , implementing and evaluating a whole system community pilot with the view to addressing childhood obesity systematically, in a sustainable fashion as well as contributing to the body of evidence on what interventions work. ‘Hackathon’ community consultation event in LBHF in May 2016 alongside local political leaders to develop new ideas for obesity prevention work. Led to funding of new peer-led Fun, Free Fitness healthy lifestyle campaign and investment in new green gym and programme of outdoor physical activity. Creation of community-wide social marketing campaigns as part of Go Golborne project including fruit and vegetable campaign and campaign to reduce screen time. Introduction of Mind, Exercise, Nutrition…Do it! (MEND) healthy lifestyle programmes for children and families across the three boroughs within early years, primary schools and community settings, and free healthy lifestyles training for those working with children (228 staff trained during first year) Influencing work with Council departments across Westminster to maximise public health opportunities within planning and regeneration schemes, walking, cycling and open spaces, biodiversity strategies and the air quality action plan. Challenges Given the large scale of the programme, the crucial need to engage and take our large number of different stakeholders with us at all times requires careful planning in order to shape activities to ensure they add value, avoid potential duplication of efforts and are able to be delivered by our partners. Sustained political and other stakeholder support given the upfront investment needed to achieve outcomes in the long term. Insufficient action at national and international level.
