5. Objectives of service request

Focus on Acute toxic 3 dermal substances not already covered under Seveso because they also pertain to another – covered- classification i.e. acute toxic 3 inhalation

The purpose is to compare the seriousness of accidents involving substances classified under the dermal exposure route with accidents involving substances classified under the inhalation exposure route.
Task 2:
Compare frequency and health/environmental impact of accidents involving dermal (not also inhalation) and accidents involving inhalation (not also dermal) to check if a different approach in terms of safety measures is justified

Questionnaire will be sent to stakeholders (mainly contacts resulting from European Technology Plateform on Industrial Safety)
Intermediate report – 10 March 2013 – for discussion at 24 April Seveso expert meeting
Final report 10 June 2013
On PED review: Pressure Equipment Directive PED (97/23/EC) ensures free movement while guaranteeing a high level of safety
All equipment is subject to Essential safety requirements (ESR)
Equipment is classified in categories according to increasing hazard levels
Various Conformity Assessment Procedures (module) apply, according to hazards involved
Hazard classification/conformity assessment module also depends on the classification of the content/fluids
Group 1 fluids lists 7 categories of dangerous substances justifying stricter conformity assessment modules
Group 2 lists all other fluids
Group 1 fluids are grosso modo same classes as those covered by Seveso
Group 1 needs to be aligned to new chemicals classification
Initial ENTR proposal did not include acute toxic 3 dermal within the list of Group 1 fluids
ENV opposed the proposal since its proposal to align Seveso to CLP included category acute toxic 3 dermal
ENTR now runs an impact assessment study to assess which fluids to be covered under Group 1, justifying more stringent conformity assessment procedures
Timing : study ends feb 2013, proposal expected Q4 2013
