Since the creation of Niger State in 1975, the core area of Minna, the state capital, where the indigenous population lived, was characterised by pre-industrial urbanisation. It is an area of narrow and winding streets and lanes and generally poorly served by modern infrastructure and occupied by very poor housing. In spite of this, it is an area well organized traditionally into wards and neighborhoods.
Consequently the area has become distressed and severely decayed and is weakening the image, livability, and productivity of the city.
A recent survey shows that a total of 149 enterprises are located in the area. They range from Printing Presses; Electrical/electronic shops for sales and repair; and Computer Sales, repairs and Business Centres.

2. Transformative Regeneration of the Core Area of Minna
It is against this background that it was decided to carry out a comprehensive transformative regeneration of the core area. This is a partnership of the state and local governments; enterprises operating in the area; private sector; community, land and property owners; traditional institution; and the banks operating within and around the area.  Goal of the Regeneration
Our goal is to transform the area into a functional, financially viable, livable, socially inclusive neighbourhood of Minna.
 Strategy
Arising from the consultation with the stakeholders it was agreed to develop the following facilities along the following main roads-Lagos Street, Hospital Road, Airport road and Bosso road-two floors of shops and commercial spaces and the third floor of residential flats. Other facilities to be provided include:
Compact and connected blocks of residential flats of two and three floors;
Ware houses;
Neighbourhood Centre;
Neighbourhood clinic;
Open spaces and Recreational facilities;
Nursery and primary school; and
Multi-level car parking facility

3. Means of Implementation
SMEs operating in the area will be given priority in the sale or lease of completed shops and flats;
Interested SMEs will make upfront down payment for the cost of the facilities they require;
The local government will pledge a percentage of its monthly transfer from the Federation Account, of about US $ 500,000, towards loan repayment;
The state/local government will secure long-term and low interest loan from the African Development Bank; the IDA loan of the World Bank; and may float a bond in the capital market for the project;
Operating banks will be requested to develop the proposed multi-level car park as their Corporate Social Responsibility to the residents;
Expected Outcome
The following are the expected outcomes of the project:
A financially self-sustaining area;
A socially inclusive and resilient area; and
A significant contributor the internal revenue of the local government and GDP of the state.
Potential Benefits of our Participation in SG-UN Habitat iLUGP to the Cities of Niger State
Our participation in the SG-UN Habitat iLUGP will afford us the opportunity to obtain comments and advise, from experts and other participants; our knowledge and understanding of the project type will be enhanced to enable us achieve more effective implementation of the pilot project and its replication in the other cities of the State.
