3 Introduction National Strategy for the Development of Statistics
Integrated National Statistical System Goal Institutional arrangements for the modernisation and integration of a NSS: existing and future legal environment coordination and governance arrangements ICT network infrastructure human and financial resources A National Strategy for the Development of Statistics (NSDS) is a prerequisite for the implementation of a NSS, which is integrated in terms of its organisational structure, processes and governance system. Such integration is necessary, to achieve the goal of producing quality national statistics on a more timely basis, for access by decision-makers and other users.

4 1. Legal Environment Includes a revised statistical act, which governs the operations of the NSS. Establish National Statistical Council – to approve NSWP; promote compliance. Mechanisms needed to facilitate timely collection of source data: From Administrative records - MOUs Surveys and censuses – respondents’ compliance NSWP = National Statistical Work Program. MOU = Memorandum of Understanding.

5 2. Coordination and Governance
CSO should be centre to guide these operations: desired organisational structure to facilitate the coordination role & monitoring; form national committee of statistical producers to formulate National Statistical Work Program – annual and multiyear; adoption of international statistical standards and frameworks – harmonisation; comparability The design and implementation of integrated statistical systems warrant the adoption of international statistical standards and frameworks. International methodology, classifications and guidelines are developed by international agencies to ensure that there is a standardised and consistent approach to classifying, measuring and reporting of statistical data; thus allowing comparability of statistical data for different countries.

6 3. ICT Network Infrastructure
Data Collection – include CAPI; online surveys. Data Warehousing: central file servers – raw data; cleaned data; aggregated data; spatial data; metadata; statistical tools for processing and analysis, OLAP. Web portal – facilitate: Dissemination of statistical products; online surveys; access to users data sharing with NSS units Access to approved microdata for researchers OLAP – Online Analytical Processing
