3 Operational The Superintendent will provide leadership in order that each central office executive leader maintains purposeful visibility, responsiveness and promotes collaborative decision making. Weekly building visits will be measured via Central Office scorecard; Monthly updates on collaborative decision making will be identified and measured via Central Office scorecard; Annual survey will measure visibility responsiveness and collaborative decision making.

4 Business Services The Superintendent will provide leadership to develop a world class Business Services Department. Establish a formal process that integrates day-to-day front end and back end central office tasks involving budgeting, administration of collective bargaining agreements, and payroll/fringe benefits in the District.   Establish best practices and workflow within Central Office to maximize efficiency and accuracy of employee services and business operations.  Monthly progress updates will be developed and reported.

5 Business Services Create a transparent and efficient process in the development of the 16/17 FY budget. Establish structured budget development timeline to include meetings with stakeholders to educate and gather input. Monthly status reports will be developed. Establish process to inform and gather input for the Board to monitor the impact of current and future decision making.

6 Communications & Strategic Planning
Superintendent will provide leadership to continue the implementation of world class communications media and community support for strategic District initiatives Successful passage of November millage renewal in order to maintain full funding; Identify and support Facility Review Committee; Provide report and recommendations to Board in February 2016.

7 Employee Services The Superintendent will provide leadership to develop a world class Employee Services Department. Collaborative Integration with Employee Services. Establish a formal process that integrates day-to-day front end and back end central office tasks involving budgeting, administration of collective bargaining agreements, and payroll/fringe benefits in the District.   Establish best practices and workflow within Central Office to maximize efficiency and accuracy of employee services and business operations.  Monthly progress updates will be developed and reported.

8 Employee Services Develop policies procedures and protocol for basic operational duties for Employee Services.  Standardization of handbook and policy manuals for employee payroll and fringe benefit administration, advanced calendar of payroll activities, and employee directory information.   Monthly progress updates will be developed and reported. Conduct comprehensive all-employee audit of payroll and fringe benefit accounts within Sungard eFinance database to ensure accurate administration and reporting of employee information wage/benefit data.

9 Teaching & Learning The Superintendent will provide leadership to improve student performance and further the status of TSD as World Class. Identify ambitious learning outcomes for all students with corresponding performance assessments to measure growth. Teaching & Learning scorecard that measures progress will be developed for internal and public display.

10 Teaching & Learning Develop a sustainable teaching and learning network through the creation of Content Area Teams (CAT) in the area of K-2 writing, K-12 math, 6-12 ELA, Science and Social Studies. Progress will be measured via T&L scorecard developed for internal and public display. Further implement Cultures of Thinking K-12 Identify that COT is included and reported in every schools’ Continuous Improvement Plan.
