6 MFM-TAP UPDATE Agencies unit of the Development Fund is managing this programme on behalf of NT and its partners. Provides technical assistance: effective delivery of financial management services The project aims to document best practices in Municipal Finance. 35 Financial advisors have been deployed to 35 municipalities 16 International Finance Advisors have been deployed to municipalities to document these practices. An Early Warning System for financial reporting will also be put in place to help build the capacity of CFOs. 29/04/2019

7 SUSTAINABLE COMMUNITIES UPDATE
The DBSA is piloting the concept of sustainable communities where people can live, work play and worship in the same area. The unit has crowded in an amount of R 1.5 billion from other funders. The pilot sites are, Ngangelizwe, Grabouw, Mbashe, Ba-Phalaborwa, Motherwell and Diepsloot. National Treasury has allocated funding for the establishment of the sustainable communities in some of these areas. 29/04/2019

9 Progress with initial Pilots
Grabouw has a comprehensive plan in place that has been approved by the community and adopted by Council (September 2007). Land made available by DWAF for a significant Tourism initiative. Ba-Phalaborwa has reached a critical stage – stakeholders to commit to implementation plan. Short-listed for NDPG. Importance to accelerate and streamline land release and redistribution. Ngangelizwe has made significant progress in integrating BNG and other development policies. Have mobilised R1Bn in BNG funding and R56mil in NDPG. Housing will now be implemented on a 50-hectare sight. The pilot is now being extended to include all of Mthatha functional Urban area. Motherwell is well capacitated – implementing the full range of Urban Renewal and NDPG grant of R28.6mil. Diepsloot – City of Johannesburg is (also) well capacitated and less reliant on DBSA. Progress with planning new area (South) in a sustainable way and got approval of R104mil in NDPG Mashishing process is severely challenged in terms of local capacity and buy-in. 29/04/2019

10 NW Provincial Government Update
DBSA and NW are piloting deployment of artisans to deal with O&M issues at municipalities. The implementation plan finalised. First 50 artisans will be deployed in March 2008. 29/04/2019

11 SALGA UPDATE 55 Delegates participating in the SALGA/DBSAVA Executive Leadership Municipal Development Programme (ELMDP) 25 Delegates participating in the SALGA/DBSAVA Local Democracy and Local Governance Programme (LODLOG)- this focuses on section 57 Managers. A total of municipal officials (administrators and councilors) trained since April 2007 in areas of project management, municipal finance, integrated development plans (IDP’s) etc 29/04/2019

Discusses progress on the delivery of infrastructure and capacity building programmes Provides strategic guidance on the acceleration and upscaling of co-ordination for effective delivery of the programmes to eradicate backlogs 29/04/2019
