4. Introduction to the work to be carried out
The main tasks include:
Exploring how the IRIS Database currently makes information available, identifying user needs, proposing improved data management and systems architecture, specifying the technology for a revised database (IRIS 2)
Analyzing of IPPC and WI Directive implementation in Member States (including making a detailed study of the ELVs and BAT for LCPs and Chlor-alkali works).
Building a new website in which to display the information reported by Member States on the implementation of Industrial Emissions Directives (i.e. IPPCD, WID and SED)

5. Objective of the work
Working with the Commission, EEA and Member States (MS) with the processing, analysis, and publication of information on various aspects of the implementation, by MS, of Directives:
2008/1/EC concerning integrated pollution prevention and control (‘the IPPC Directive’)
2000/76/EC on the incineration of waste (‘the WI Directive’)
1999/13/EC on the limitation of VOC emissions due to the use of organic solvents (‘the Solvents Directive‘)
Further development of the IRIS website

6. Updating the Industrial emissions Reporting System
Clarify the Commission, EEA and Member States (MS) reporting requirements/duties and how better use could be made of reported data to improve compliance with current legislation.
Better understand how stakeholders currently use IRIS for processing, analysis, and publication of information on various aspects of the implementation of Directives:
Explore how the IRIS Database could make information better available, propose improved data management and user functionality, identify the technology for a revised database (IRIS 2)
A user survey was carried out to collect information and stakeholder views

8. Survey Response Who has used IRIS? 42 respondents
We carried out a survey to ensure that users requirements were captured and fed into the delivery plan. Of the 42 respondents 16 had used IRIS and 26 had not.

9. Stakeholder Breakdown
Users were mainly stakeholder type 1 and 2 with 3 of type 3 and 1 EC user and 1 NGO user.
We asked a series of questions based on the current usage of IRIS, asking all users to respond. All responses stated that they found most areas of the site “really useful” or “quite useful”. The questions that did receive a satisfactory or negative response were as follows:

These two questions received the highest response rate:
Some users found the external analysis “satisfactory”, this proved an interesting insight. Through the standardisation and harmonisation activity the reports now contain a much wider breadth of information on the directives. In addition, there are now MS factsheets which provide interpreted analysis on a per member state basis allowing MS a snapshot view in addition to the full report.

Again there was no additional information on why some users would or did not find this area of the site useful, however this response was able to help us in our delivery. No Background reports have been produced for the new data and we have transferred the background reports for IPPC to enable the EC to manage this. -
